    • Leads, organizes, plans, and manages the ongoing activities of a solutions development team, to produce deliverables required by the customers in compliance with DOL Systems Development Life Cycle processes and policies.
    • Participates fully with other managers in overall project management initiation and integration across the OCIO. Projects are initiated to meet customer expectations and further the objectives within the strategic plan. Creates project artifacts such as decision documents, a charter, restrictions, and suppositions, various options, and a cost-benefit analysis, as is necessary for the project practice. An essential requirement will be maintaining the program's IT portfolio in the Capital Planning and Investment Control system for subsequent scoring and selection as required by the department's investment management program. Project integration activities include project plan development, execution, and IT change control procedures integration into OCIO projects.
    • Serves as a key member of the senior planning staff for the OCIO, making substantial contributions to the long and short-range planning and program development, operational policy, and internal and external coordination. Collaborates with the Division Director and other OCIO senior-level officials on projects and program planning, development, and implementation.
    • Works with stakeholders and conducts project scope planning to define and verify the sum of the products and services provided (i.e., scope) and any interrelated impacts to other existing projects or current operations. Manages scope changes in conjunction with project scope change control procedures, such as re-validating stakeholder expectations and needs, determining impact to cost and schedule, and communicating the change and associated affect to the Division Director for subsequent scope change approval. Adheres to the change control practices inherent in the project management process. Develops project plans, including work breakdown structures according to scope describing all time, resource, risk, and quality requirements. Applies scope changes, corrective action, and lessons learned and maintains the project within the approved triple constraints. Manages projects to the authority, goals, and constraints delegated and seeks approval from the management project sponsor and stakeholders.
    • Plans and develops project network diagrams for critical path analysis, scheduling, resource identification, risk management, and quality control is also demonstrated. Develops project budgets and establishes a complete project portfolio for each effort scope, schedule, change control plans, management plans, across all project knowledge and practice areas.
    • Conducts and takes part in all planning activities, including risk identification, quality assurance, and control, communication planning, organizational planning to acquire needed staff, and acquisition planning. Risk Identification activities include completing qualitative and quantitative risk analysis and risk response planning.
    • Performs other duties as assigned.

    Qualifications

    Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level in the Federal Service.

    Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

    Qualifying specialized experience for GS-15 includes:
    • Experience in system development life cycle SDLC and Agile;
    • Experience in managing team efforts in providing Information Technology (IT) project support services;
    • Experience in project plan development;
    • Experience in working with a team of technical professionals engaged in major IT project endeavors;
    • Experience in providing technical and managerial support to multiple groups and teams of employees;
    • and experience in developing and/or interpreting policies, procedures, and strategies governing the project planning and delivery of IT services throughout the organization.

    In addition to the above, applicants must have IT-related experience demonstrating each of the four competencies listed below:

    • Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
