    What you will be doing:
    As a Public Health Specialist 2 you will be an expert in the prevention of substance misuse and addiction. You will represent the Office of Substance Misuse and Addiction Prevention, providing expertise and leadership in a variety of settings and emerging areas related to substance misuse and addiction. Your role will include serving as a liaison and expert advisor to a variety of public, private, military, nonprofit, local service provider agencies, and federal, state, and local governmental agencies regarding substance misuse and addiction and public health intervention strategies for prevention and control of opioid and other substance misuse. Additionally, you will help plan, develop, and provide input into programs focused on substance misuse and addiction prevention and control efforts in targeted settings.

    The working environment you can expect:
    This position is part of our Anchorage-based Chronic Disease Prevention and Health Promotion Section. The office is located at the Frontier Building, 3601 C Street. We have views of the Chugach Range, Mt. Denali (sans clouds), and the Cook Inlet. There is ample covered parking and a high level of building security. Currently, the Division of Public Health supports part-time telework schedules.

    Who we are looking for:
    To be successful in the position the candidate will need the following core competencies:

    • Program Oversight: Plans, coordinates, and monitors programs to ensure that federal, state, and/or local government program requirements and plans are met, providing professional consultation on the specialized services of the program or associated project(s).
    • Supervision: Plans, distributes, and monitors work assignments; sets task priorities; evaluates work performance and provides feedback to others on their performance; ensures that staff are appropriately selected, utilized, and developed, and that they are treated in a fair and equitable manner. Assignments include the authority and responsibility to recommend or independently take action to employ (i.e., appoint, transfer, promote), discipline or discharge, or adjudicate grievances of direct reports.
    • Grants Management: Knowledge of requirements, practices, and procedures for soliciting, receiving, reviewing, and processing proposals, and awarding and administering grants and agreements.
    • Planning and Evaluating: Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes.
    • Evidence-Based Practice: Integrates best research practices with clinical and/or subject matter expertise and patient values for optimum care and participates in learning and research activities to the extent feasible.

    Equivalent to those typically gained by:

    Any combination of preparatory post-secondary education and/or professional level experience in public health, health administration, nursing, epidemiology, health sciences, health education, community health, emergency medical services, psychology, the social sciences, the biological sciences, social work, biostatistics/statistics, education, or a closely related field.
     
    Special Note:
    “Competencies” means a combination of interrelated knowledge, skills, abilities, and behaviors that enable a person to act effectively in a job or situation.
      
     “Typically gained by” means the prevalent, usual method of gaining the competencies expected for entry into the job.
