Position Summary
The primary role of the Program Director (PD) is to support the Executive Director (ED) and management team in implementing the overall direct services management objectives of HIV Alliance. The Program Director handles much of the day-to-day internal and program management. This person acts as a single point of contact and oversight for all prevention services, especially with regard to the flow of information at the agency. The PD directly supervises the program managers in the Prevention programs. The PD is part of the Directors team and works with the other Directors to accomplish agency goals. The Program Director encourages internal and external coordination, collaboration and partnership, supports the implementation of strategies to streamline the work of managers and to help stabilize the agency during staff turnover. This position promotes the programs’ use of interns and volunteers, resource development, and the creation of advisory councils. The Program Director facilitates open communication between departments and work teams.
Essential Functions and Responsibilities
Overall Management Objectives:
Provide leadership to further HIV Alliance’s mission, strategic objectives, core values and philosophy of harm reduction and team building approaches.
Clearly communicate HIV Alliance’s vision, values and mission to agency staff and stakeholders and implement strategies to mobilize corresponding planning and action.
Provide guidance to the program and project managers, facilitating full participation, clarification of roles and responsibilities, joint ownership and mutual support
Help ensure the flow of information and communication between the ED and direct service staff and managers
Model and encourage healthy work-life balance to diminish burnout and turnover among direct service staff and program and project managers
Model and encourage a standard of professional conduct and work ethic to deliver the highest quality of services possible and ensure the good reputation of the agency
Serve as the manager on duty or on call as required, taking full responsibility for all aspects of agency operations during that time
Leadership and Team Building:
Provide mentoring, supervision, professional development and training and team building to HIV Alliance’s direct program staff and others as needed
Contribute to a healthy working environment by demonstrating leadership in the following areas: facilitate the participation of staff in HIV Alliance meetings and team building activities, model direct and timely communication about needs and problems at all times, provide constructive feedback and initiate proactive problem-solving approaches whenever needed
Support the development of strong links between the agency Management Team, Program Manager’s Team and Line Staff to foster effective and participatory team approaches
Program Management:
Manage the integration of agency programs, ensuring consistency with agency mission, strategic plan, and unified programming framework as well as compliance with grant and contract obligations and agency policies
Provide support and guidance to develop program design and quality management activities that ensure effectiveness and sustainability of programs
Model and encourage community collaborations in all programs to extend the reach and effectiveness of services as well as promote a seamless and easily-accessible continuum of services for clients
Provide direct supervision of Prevention Managers
Encourage each program to operate cooperatively, consistently and more effectively especially with regard to:
Using interns and volunteers more extensively by
Advocacy and Resource Development:
Participate in agency presentations and facilitate participation by program staff
Support the ED in identification and implementation of strategic initiatives
Work with ED and Development Team to decide what grants will be written and for what program activities as well as assist in preparation of grants
Work with Development team to develop in-kind resources and partners for each program and advocate for our programs in the larger community
Advocate for needed services and future direction of these services with the ED, Board and community
Act on the agency’s behalf in the community when asked by the ED
Equity and Quality:
Support and champion the development and implementation of program equity goals and ensuring the programs are engaged with agency-wide equity goals
Ensure tracking of data necessary to monitor progress toward equity goals and to identify disparities access and HIV infections
Identify training and provide equity focused and culturally responsive supervision to managers
Respond to staff input regarding equity, diversity and inclusion and communicate their input to the Directors Team
Soliciting client feedback on a regular basis and using that feedback in ongoing program development and evaluation
Keeping meaningful data concerning services and using that data in ongoing program development and evaluation
Creating a Client Council that gives feedback about the effectiveness and need for services
Having consistent written policies and procedures
Administration, Personnel and Finance:
Encourage early identification of personnel issues with direct services staff and clients and immediate handling with managers, ED and HR Director
Participate in the creation of the annual budget for the agency to be submitted to the Board of Directors for input, revision and final approval
Ensure that program expenditures are reasonable and allowable including providing guidance and support to program managers to increase competence as needed in this area
Monitor monthly contract and grant budgets, facilitate the preparation of reports and budget modifications to be submitted in a timely manner
Work with the ED to learn about overall agency operation
Required Qualifications
3 years of work experience with target populations
3 years of program management experience with significant and exemplary program development, strategic planning, budgeting, administrative, supervisory, financial management abilities and experiences
3 years of supervision with team building and personnel management skills and experience
Ability to build and maintain bridges between HIV Alliance and its clients, other non-profit agencies, governmental entities, key community influencers, legislators
Ability to communicate in group setting, including excellent facilitation skills
Effective spokesperson and advocate – ability to negotiate and represent agency and importance of HIV/AIDS issues
Outstanding administrative, organizational and time management skills
Excellent written and oral communication
Experience providing direct service to marginalized, underserved groups
Basic knowledge about HIV/AIDS infection and related diseases.
Comfort discussing sex, sexuality, and substance use
General knowledge of low-income access to medical care and services in HIVA Region
Knowledge about and commitment to a Harm Reduction philosophy
Ability to work well with diverse populations and all key stakeholder groups
Team player who is self-motivated, high-energy, enthusiastic
Valid Oregon driver’s license, driving record sufficient to be covered by agency auto insurance policy, ability to transport self to job-related events, meetings and locations
Bachelor’s degree in social service related field or other with extensive social service experience
TB test (provided at agency)
Flexible hours required, including some evenings and weekends
Ability to pass agency criminal background check
