  • The City of Bozeman is now accepting applications for a Metropolitan Planning Organization (MPO) Manager who will plan, organize, and supervise all operations of the MPO hosted by the City of Bozeman including the Long-Range Transportation Plan, Transportation Improvement Program, and Unified Planning Work Program.

    Examples of Essential Work (Illustrative Only)
    • Plans, schedules, coordinates, and implements MPO programs and projects;
    • Manages the coordination and implementation of MPO planning documents including the Long-Range Transportation Plan, Transportation Improvement Program, and Unified Planning Work Program;
    • Develops and administers the MPO budget;
    • Ensures compliance with state and federal laws, regulations, and requirements that govern MPOs;
    • Engages and collaborates with members of the MPO and other stakeholders including but not limited to, Gallatin County, City of Belgrade, Montana Department of Transportation, Gallatin Valley Urban Transportation District, local and county officials, other agencies, advocacy groups, and the general public;
    • Coordinates and facilitate MPO meetings including Transportation Policy Coordinating Committee (TPCC) and Transportation Technical Advisory Committee (TTAC) meetings;
    • Provides staff support to the TPCC and TTAC;
    • Represents the MPO before government, business, stakeholder, and community groups in the Gallatin Valley;
    • Communicates with all related personnel in efforts to encourage, motivate, promote leadership, and encourage teamwork in accomplishing set forth objectives;
    • Provides needed information and demonstrations concerning how to perform certain work tasks to new employees in the same or similar class of positions;
    • Keeps immediate supervisor and designated others accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems;
    • Attends meetings, conferences, workshops, and training sessions and reviews publications and audio-visual materials to become and remain current on principles, practices, and new developments in assigned work areas;
    • Responds to citizens’ questions and comments in a courteous and timely manner;
    • Communicates and coordinates regularly with appropriate others to maximize the effectiveness and efficiency of interdepartmental operations and activities;
    • Performs other duties consistent with the role and function of this classification.

    • Bachelor’s degree in Planning, Engineering, Public Administration, Business Administration, or a closely related field; and
    • Considerable (7 years) experience in urban planning, land use planning, transportation planning and engineering, public administration, or a related field; and
    • Some (1-3 years) supervisory experience; or,
    • Any combination of experience and training which provides the equivalent scope of knowledge, skills, and abilities necessary to perform the work.
    • Comprehensive knowledge of applicable Federal, State, and local laws, codes, and ordinances;
    • Comprehensive knowledge of modern construction contract provisions and standards, contract terms, and construction methods, materials, techniques, design, practice, and procedures;
    • Comprehensive knowledge of standard professional services contract provisions and accepted industry standard work methods, practices, procedures, and standards of care in completing work;
    • Comprehensive knowledge of legal issues involved in transportation planning operations and programs;
    • Comprehensive knowledge of principles and practices of personnel administration, and organization management practices and principles;
    • Thorough knowledge of MPO budget administration;
    • Some knowledge of GIS and topographic information;
    • Some knowledge of cartography;
    • Some knowledge of or ability to quickly learn City and department operations, policies, and procedures;
    • Ability to effectively manage the resources and projects of the MPO;
    • Ability to effectively train, lead, motivate, supervise, direct, and evaluate the work of assigned personnel;
    • Ability to effectively resolve employee problems in a fair and diplomatic manner;
    • Ability to effectively organize work, maintain organizational structures, and delegate authority;
    • Ability to effectively present and promote department projects to the general public and media;
    • Ability to effectively serve as a liaison to and review and oversee the work of contractors;
    • Ability to effectively detect discrepancies or deficiencies in consultant studies and plans;
    • Ability to exercise sound, independent judgment;
    • Ability to make sound decisions and recommendations with respect to the cost-effectiveness and timeliness of a project;
    • Ability to effectively manage and coordinate division services with other agencies and departments;
    • Ability to manage and coordinate a variety of department projects and programs;
    • Ability to effectively administer contracts and prepare accurate requests for proposals;
    • Ability to effectively complete all necessary reports and documentation;
    • Ability to work effectively with a variety of individuals, including addressing and resolving citizen’s complaints and concerns;
    • Ability to communicate effectively with others, both orally and in writing, using both technical and non-technical language;
    • Ability to understand and follow oral and/or written policies, procedures, and instructions;
    • Ability to prepare and present accurate and reliable reports containing findings and recommendations;
    • Ability to operate a personal computer using standard or customized software applications appropriate to assigned tasks;
    • Ability to use logical and creative thought processes to develop solutions according to written specifications and/or oral instructions;
    • Ability to perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines;
    • Ability and willingness to quickly learn and put to use new skills and knowledge brought about by rapidly changing information and/or technology;

    • Required to possess a valid Driver’s License and obtain a Montana Driver’s License within 60 days of employment;
