    Family Centered Services of Alaska (FCSA) is a nonprofit 501 (c) (3) corporation founded in 1989 by Fairbanks, Alaska community members committed to helping children with a wide spectrum of behavioral and mental health needs. Today, FCSA has over 100 employees dedicated to our mission of providing unconditional care to children and their families.

    FCSA provides behavioral and mental health services to youth aged 5-19. Services include outpatient therapy, education, foster care, and short or long-term residential treatment. FCSA is nationally accredited by the Commission on Accreditation of Rehabilitation Facilities (CARF) and was one of the first organizations to be licensed by the state to establish, recruit, and monitor foster homes.

    Smart Start Learning Center is a subsidiary of FCSA and provides daytime care to families in our community. Employees of FCSA are eligible to enroll their children in childcare services and enjoy a discount on their monthly tuition (contingent on enrollment availability).

    About the Job

    Family Centered Services of Alaska is looking for a Community Based Services Program Manager to lead our Community Based Services Programs. As the Community Based Services Program Manager, you will be responsible for supervising and managing the day-to-day operations of our community programs. You will work closely with individuals with behavioral health issues, their families, and staff to ensure the highest quality of care and support.

    Responsibilities:

    • Monitor required program, licensing and/or Medicaid paperwork to ensure compliance with State, Federal and FCSA regulations.
    • Ensure Health & Safety practices are followed per FCSA policy.
    • Approve expenditures within framework of program budget/assist in budget preparation
    • Ensure treatment and other procedures comply with residential/and community childcare regulations.
    • Ensure that treatment paperwork, including charting, reporting, and other general administrative tasks, are correctly completed and documented within timelines delineated in FCSA Quality Assurance and are in line program policy and procedure manuals.
    • Coordinate and provide weekly supervision to Coordinator I and II to ensure smooth program operations.
    • Monitor client’s overall progress in the program and ensure discharge preparations are in place.
    • Coordinate with the Admissions Specialists all program discharges and admissions.
    • Assign caseloads.
    • Consult with the CBS Director, Therapist, and other program staff on effectiveness of client’s treatment.
    • Schedule and attend quarterly treatment team meeting where needed.
    • Serve as a liaison between FCSA and community agencies.
    • Attend agency and other relevant trainings.
    • Facilitate and document weekly/biweekly staff meetings.
    • Keep supervisor informed of significant events and problematic situations.
    • Be included in the Administrative on-call rotation.
    • Other duties as assigned.

    Qualifications:

    • Bachelor’s Degree, in psychology, social work, guidance and counseling, sociology, or other human service field, preferred. Equivalent work experience may be substituted on a year-for-year basis.
    • Two years of experience working with children or adults with an emotional disability or behavioral issue, with at least one year of experience working in a residential setting.
    • Supervisory experience in a mental health or social service field preferred.
    • Knowledge of State of Alaska child and family services systems including mental health, education, and juvenile justice.
    • Knowledge of State of Alaska Medicaid and Division of Behavioral Health regulations.
    • Knowledge of State of Alaska residential child care regulations.
    • Must meet caregiver qualifications found in 7AAC 50.200 and 50.210 which includes, but is not limited to: no history of child abuse or neglect, no domestic violence, alcohol or substance abuse problems that can be detrimental to children in care. A fingerprint and/or records check will be required.
    • Physical ability to employ verbal and physical aggression control techniques after being certified.
    • Current First Aid and CPR Certification.
    • Current Alaska Driver’s license, good driving record, vehicle insurance.

    This position is a driving position. Applicants will be required to submit a driving record if selected for the position.

    All applicants must be at least 21 years of age to State of AK regulations and must pass a State of AK Background Check.
