Fleet Administrator, Sr. assists in administrating and coordinating motor vehicle fleet operations. Understands OSHA, DOT, fleet-specific regulations, licensing, registration, and reporting requirements. Being a Fleet Administrator, Sr. prepares and maintains accurate records of vehicles, insurance, and required regulatory filings and reporting. Coordinates repairs and preventative maintenance scheduling that support fleet vehicle availability requirements. Additionally, Fleet Administrator, Sr. may assist with safety training and communication programs. May require an associate degree or equivalent. Typically reports to a supervisor. The Fleet Administrator, Sr. works independently within established procedures associated with the specific job function. Has gained proficiency in multiple competencies relevant to the job. Fleet Maintenance Supervisor

  • BASIC PURPOSE

    • Position is responsible for supervising the day-to-day maintenance and repair operation of PSTA’s bus fleet, so that the fleet will be kept in a state of operating excellence and vehicles present no problems or interruptions to the riding public.
    • Responsible for the overall fleet maintenance operations, including but not limited to organizing work orders and other work assignments, and preparing & completing paperwork for use on the shift.
    • Ensuring that Fleet operations and repairs are in compliance with federal, state and local laws and regulations and policies.
    • Other duties include representing the Fleet Maintenance Department, observing and analyzing work practices, encouraging positive changes, resolving bus maintenance problems and vehicle operations issues, and coordinating with staff and other departments.

    ESSENTIAL FUNCTIONS

    • Coordinates bus repairs and maintenance services to obtain maximum utilization of the revenue fleet and prevent operational delays.
    • Assigns tasks to fleet technicians assigned to the Fleet Service Division.
    • Enforces policies and procedures for vehicle repairs, ongoing preventative maintenance, responsible for meeting safety requirements, operational efficiency, and supervisory objectives.
    • Enforces quality control and standards to ensure that maintenance practices meet and/or exceed Original Equipment Manufacturer (OEM) and industry standards.
    • Conducts quality control checks on all types of work performed in the Fleet Maintenance Department, i.e. PM bus inspections, rebuild, overhaul and bus repair, etc.
    • Completes maintenance activities by overseeing activities, maintaining vehicle availability, inspecting, monitoring and evaluating work, overseeing maintenance and difficult and complex repairs, identifying discrepancies, reviewing work orders, identifying training needs, dispatching calls, and coordinating safety and inspection activities. 
    • Assists staff in maintaining all documents, evaluating technicians’ activities, participating in the hiring and discipline process, etc.
    • Utilizes sound judgment on when vehicle repairs should be completed under warranty by an outside repair facility.
    • Assists with researching complex maintenance issues and determining effective courses of action.
    • Enforces personnel policies and procedures.
    • Assigns work activities, monitors workflow and evaluates the work of Fleet Maintenance staff. 
    • Performs other related duties as assigned or required.

     OTHER JOB FUNCTIONS

    • Reports to work as an “essential employee” in emergency situations or disasters, acts of nature or major incidents/accidents.
    • Attends required meetings.
    • Responsible for assigning overtime when required.
    • Maintains good communication with Maintenance employees and other staff to ensure effective functioning of the Fleet Maintenance Division.
    • Evaluates the performance of Fleet Maintenance employees to motivate and reward employees and improve employee performance.
    • Investigates, documents and reports vehicle/equipment damage from misuse, accidents or other causes and coordinates actions with the Safety, Security, & Training Department.
    • Maintains manual and computer-based records of vehicular/equipment mileage, hour, fuel and maintenance records.
    • Work requires supervising and monitoring performance for a regular group of employees including providing input on hiring/disciplinary actions and work objectives/effectiveness, performance evaluations, and realigning work as needed.
    • Contacts may involve stressful, negative interactions requiring high levels of tact and the ability to respond to aggressive interpersonal interactions.
    • Assists and/or recommends training of Fleet employees when required.
    • Performance reviewed periodically.
    • May perform emergency operator-level servicing, repair and maintenance of vehicles/equipment.

     SAFETY DUTIES

    • Reports vandalism. 
    • Reports threats and vulnerabilities of vehicle storage facilities.
    • Reports any security concerns.
    • Ensures compliance with applicable laws and regulations.
    • Maintains work area in a clean, safe, and orderly condition.
    • Enforces Maintenance Safety Program as well as recommending disciplinary actions for Maintenance Department employees.
    • Promotes high standards of safety and good housekeeping methods in the operation of the fleet maintenance shop.

    MINIMUM QUALIFICATIONS

    • Education: High school diploma or equivalent required; vocational training in automotive and/or heavy vehicle repair preferred.
    • Experience: Five (5) years in automotive and/or heavy fleet vehicle repair.
    • ASE Certifications desired, with experience in gasoline and diesel engine maintenance.
    • Work Record: Zero disciplinary actions in the prior 180 days.  Fewer than 3 Occurrences in the prior 180 days.  No more than 2 Tardies in the prior 180 days. 
    • License Requirement: Must possess and/or obtain valid Florida Driver’s License. Must have Class B Commercial Driver's License with air brake endorsement and/or obtain this qualification within a two month period of time. No serious traffic violations or a suspension of Drivers’ License, and no DUIs for the previous seven years. No more than seven points in the previous four years.

    KNOWLEDGE, SKILLS AND ABILITIES 

    • Knowledge of:  Repair parts procurement, and inventory control procedures and requirements.  General office practices and administrative procedures; the use of correct grammar, spelling, punctuation and composition; establishment and maintenance of record keeping systems and procedures.
    • Skilled in: Basic math, including calculations using fractions, percentages, and/or ratios.  Use of personal computers with spreadsheet, word processing and other relevant software (Microsoft Excel, Word, Outlook); effective verbal communications; effective telephone technique and etiquette.  Working with others in a courteous manner using good interpersonal, customer service, and listening skills.
    • Abilities: Establish and maintain effective working relationships with all levels of employees; maintain confidential information; prioritize work based on the ongoing demands of the department; prepare clear, concise and complete reports and correspondence; perform routine administrative duties; exercise initiative and work independently; operate a variety of office equipment and machines.
    • Ability to: Operate all equipment.  Supervise and evaluate employees, and delegate work assignments.  Follow written and oral instructions. Conduct research, analyze findings, and prepare clear and concise reports and recommendations.
    • Analyze problems, identify alternatives, and negotiate effective solutions. Administer contracts and agreements and monitors work of consultants. Operate a motor vehicle. Prepare and present reports, graphic presentations, and technical reports, and maintain system operational, activity, and performance records.
    • Operate standard office equipment, including a personal computer using program applications appropriate to assigned duties. Establish and maintain effective working relationships with elected officials, governmental agencies, and employees of all levels, and the public. Demonstrate integrity, ingenuity, and inventiveness in the performance of assigned tasks. 

    PHYSICAL DEMANDS

    • MOBILITY - Sits while operating bus/van garage approximately 10% of work day. Stands and moves freely around the garage while performing work duties 50% of the work day. Stoops or bends 20% of the work time. Climbs in and out of buses/van 10% of the work time. Crawls (sometimes in tight spaces) 10% of the work time.
    • EXAMPLES OF WEIGHTS LIFTED AND THEIR FREQUENCY - Lifting is an essential part of the job. Regularly lifts up to 35 lbs.  Removes fare boxes from buses/vans, lifts hood of buses/vans to access fluid gauges, etc. Pushes/pulls mop buckets, tool carts, etc. weighing up to 50 lbs. regularly.
    • VISUAL REQUIREMENTS - Must be able to read and comprehend written material and distinguish material using close-up vision. Close-up vision is critical for reading data collector and MSDS sheets. Depth perception, peripheral vision, distance vision, and color perception are required for driving. Color vision is essential to distinguish chemical codes which are represented by color.
    • DEXTERITY - 95% of the work time involves extensive use of hands and fingers Reaching and grasping are involved in approximately 80% of the work time activities. Reaches overhead 30% of the work time. Grasps mops, brooms, long handled scrubbers, rags, putty knives, fuel nozzles, etc.
    • ENVIRONMENTAL CONDITIONS  - Noise level is usually loud, multiple diesel engines, pneumatic tools, etc. Must wear ear protection when operating some equipment. Regular exposure to outdoor weather extremes. Retrieves vehicles from and fuels outdoors.  Regular exposure to diesel fumes. Regular exposure to wet, humid conditions. Regular exposure to dust and dirt. Regular exposure to chemical cleaning agents (mixed with water).
