    The City of Newton is currently accepting applications for the position of Fire Prevention Specialist. This position directs the fire prevention and code enforcement programs, fire cause and arson prosecution efforts, and public education programs of the Fire Department.
    Requirement to apply: Minimum of five (5) years fire related experience including fire investigation, inspection, and community risk reduction experience. Fire Investigator certification preferred. Iowa EMT Certification or Nationally Registered EMT (minimum). Paramedic preferred. The department will require Haz Mat Technician level certification within two years of appointment. Candidates must live within the State of Iowa. Residency within the City of Newton or within eight (8) miles preferred. The hiring process may include, but is not limited to, a written exam, physical ability test, an oral interview and a background investigation.

    PURPOSE: Under the general direction of the Fire Chief; directs the fire prevention and code enforcement programs, fire cause and arson prosecution efforts, and public education programs of the Fire Department.

    RESPONSIBILITIES INCLUDE BUT ARE NOT LIMITED TO THE FOLLOWING:

    ~ Interprets and enforces applicable codes and ordinances. Conducts follow-up inspections as required to ensure compliance in the event of code infractions;

    ~ Conducts plan review and systems testing and approval as part of the City permitting process;

    ~ Responsible for the completion and oversight of the inspection of all commercial and industrial, occupancies within the community for compliance with applicable codes and ordinances; issues citations to individuals in continued violation of applicable codes; appears and testifies in court as required;

    ~ Oversees the installation and removal of aboveground and underground fuel storage tanks.

    ~ Manages and assists in the promotion of community risk reduction and public education projects to raise awareness regarding fire and life safety;

    ~ Manages and assists with the fire investigation team in the investigation of fires to determine cause and origin;

    ~ Manages the fire department fleet of vehicles, prepares specifications for purchase and recommends options for disposal, manages repair and preventative maintenance, works with Fire Chief on development of Capital Improvement Plans;

    ~ Coordinates with the Assistant Fire Chief to provide training to personnel for fire prevention, code enforcement, fire cause determination, and arson investigation;

    ~ Assures collection and retention of all hazardous materials response information for statistical analysis and compliance with all local, state and federal mandates.

    ~ Serves as City Radiological Officer, Assistant City Disaster Coordinator, and Fire Department Public Information Officer;

    ~ Serves as the department Safety Officer; develops and makes recommendations regarding safety issues; ensures that all equipment and apparatus is tested and/or inspected so as to meet all applicable standards;

    ~ Maintains pre-incident records on occupancies of all hazard types to reflect current conditions, and assures department personnel are aware of changes;

    ~ Assume firefighter/EMT duties when required; may serve in the absence of shift officer

    ~ Gives presentations to civic and governmental organizations;

    ~ Complies with all applicable regulations, codes, standards, protocols, policies and procedures;

    ~ Performs other duties as required.

    QUALIFICATIONS:
    Knowledge and Professional Certification: Requires completion of a certificate or associate degree in a specialized or technical field or up to and including two years of college or post-secondary education.

    Minimum Job-Related Experience: Requires more than two years and up to four years of prior related experience.

    Human Relations: Requires frequent contacts with the public and employees in other departments to solve problems using considerable judgment, enforce ordinances, coordinate work, negotiate, and influence and obtain cooperation of other people.

    Supervisory Responsibility: Requires immediate and/or direct supervision of a function or activity including prioritizing, directing, organizing and/or controlling the work of assigned employees. Counsels employees on job performance and may have input into hiring and/or disciplinary decisions.

    Responsibility: Accountable for work of multiple units or results of a process or project having a major impact on output of City services or employee or public satisfaction. Errors may cause major cost problems. Lack of coordinated effort, work delays, or bad decisions may have important effects on the public.

    Complexity, Guidance, and Judgment: Work requires analysis and judgment in accomplishing diversified duties. Plans and performs work where only general methods are available. Receives limited guidance, i.e., policies and procedures are applicable in general terms. Work is guided by administrative routine, established soundness of judgment and overall adequacy within the limits of policies, standards and precedents.

    Confidentiality: Regularly required to work with data, processes, or confidential information where disclosure is a serious breach of trust.

    Working Conditions: Unpleasant working conditions. Exposed to any number of elements (heat, cold, noise, inclement weather, occupational hazards etc.) with one continuously present to the extent of being objectionable, but usually not more than one at a time.

    Mental and Visual Demands: Requires intense and exacting mental and visual attention involving performance of complex work. Continuous attention to detail, frequent interruptions, and/or pressure to meet deadlines, and ability to prioritize.

    Additional Requirements: Continuing Education requirements for State Certifications; residency requirement; and on call 24-7.
