FIRE CAPTAIN manages a team of firefighters. Ensures all equipment is properly maintained and serviced. Being a FIRE CAPTAIN directs training and conditioning activities. Administers the staff work schedule to ensure adequate coverage. Additionally, FIRE CAPTAIN leads and coordinates responses to fire events, hazardous material incidents, auto accidents, and search and rescue operations. Prepares post-incident reports as required. Leads or coordinates fire safety education and inspection activities. Typically is required to pass periodic physical ability tests. May require registry in NREMT. Typically requires an associate degree in fire science. Requires Emergency Medical Technician (EMT) - Basic. Typically reports to a manager. The FIRE CAPTAIN manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be a FIRE CAPTAIN typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required.     JOB RESPONSIBILITIES: ESSENTIAL FUNCTIONS

    • Responsible for fire and EMS responses.
    • Performs line officer duties on fire and EMS scenes.
    • Responsible for day-to-day checks, maintenance and cleaning of vehicles, equipment, and buildings, inside and out.
    • Train staff in proper department procedures and protocols for use in emergency situations.
    • Supervise and delegate responsibility to junior officers and firefighters assigned to same area of responsibility.
    • Attend scheduled Officer Meetings.
    • Represent Fire Department at outside meetings and events.
    • Perform assigned public education.
    • Responsible for assigned fire and life safety inspections.
    • Directs and coordinates emergency scene activity until relieved of command by a superior.
    • Recommend changes in policy and procedures.
    • Respond to Station for recall emergencies when off duty and available.


    JOB RESPONSIBILITIES: ADDITIONAL EXAMPLES OF WORK PERFORMED

    Recognize job performance problems with others and take actions to correct problems and document such actions. Responsible for documentation of formal and informal counseling sessions with subordinates. Responsible for discipline of employees, document disciplinary action, and inform Chief and other Officers of such actions. Each Captain will be responsible for an area of fire department operations: · EMS operations and training · Fire & Rescue operations prevention and training · Rolling stock, Facilities, Small Equipment, Haz-Mat training and operations. Performs other related duties as directed by the Fire Chief or other senior officer.


    PHYSICAL REQUIREMENTS

    Employee is regularly required to work in a variety of weather conditions and for long periods of time requiring sustained physical

    activity, sit, see, use hands, reach and lift with hands and arms, climb or balance, speak and hear, bend or stoop, lift and/or move

    up to 100 pounds. Employee must be physically and mentally capable of performing interior structural firefighting duties. Employee

    is responsible to work in a safe and efficient manner under all circumstances.


    REQUIRED SKILL SETS


    OCCUPATIONAL / TECHNICAL SKILL SET

    • Knowledge of firefighting tactics, strategies, procedures, principles and practices of modern firefighting techniques and equipment and methods of eliminating hazardous conditions.
    • Knowledge of applicable state, federal and local ordinances, laws, rules and regulations which pertain to fire prevention and to the construction and occupancy of buildings.
    • Knowledge of principles and practices of fire safety and inspection, modern firefighting and EMS practices, the operation and maintenance of various types of firefighting and EMS equipment and apparatus.
    • Knowledge of the geographical layout of the City – location of schools, large buildings, and streets in the municipality.
    • Knowledge of Departmental policy and procedures regarding personnel management.
    • Ability to make life and death decisions during emergency situations, work safely without presenting a direct threat to self or others, and recognize potentially unsafe conditions and unsafe practices (e.g., flashover, building collapse) and take appropriate corrective action.
    • Ability to use self contained breathing apparatus and protective clothing to prevent exposure to hazardous materials and infectious diseases.


    ADMINISTRATIVE SKILL SET

    • Ability to train and instruct employees in modern fire fighting and EMS principles, practices and procedures.
    • Ability to evaluate the results of assigned work and responsibilities, and to provide constructive feedback to
    • subordinates.
    • Ability to organize work, set priorities, meet critical deadlines and follow up on assignments with a minimum of direction.
    • Ability to research, compile and summarize a variety of informational and statistical data and materials.
    • Ability to effectively assign or delegate work to subordinates for routine station activities and also on emergency scenes.
    • Knowledge of administrative principles and practices including goal setting and implementation.


    COGNITIVE SKILL SET 

    • Ability to apply logical thinking to solve practical problems. 
    • Ability to interpret a variety of technical information with abstract and/or concrete variables. 
    • Ability to read, analyze and interpret professional periodicals and journals, technical procedures and government regulations. Ability to use initiative and independent judgment. 
    • Knowledge of recordkeeping, report preparation, filing methods, and records and management techniques.

    DESCRIPTION OF WORKING CONDITIONS

    Incumbent is exposed to outdoor weather conditions, wet or humid conditions, fumes or airborne particles, extreme heat, work with explosives, and toxic or caustic chemicals. Working conditions are typically quiet, but may be loud when at an emergency scene.


    EXPERIENCE, EDUCATION, AND LICENSING REQUIREMENTS

    Must have high school diploma, Firefighter II certification from State of Ohio, Ohio EMT-P certification and maintain; must have or

    obtain Ohio Fire Safety Inspector certification, Ohio Fire Assistant Instructor, Ohio EMS Continuing Education Instructor, and

    Hazardous Materials Technician within one year of appointment; must have or obtain within one year CPR, CPR instructor, and all

    other certifications required by the Fire Chief and the State of Ohio; possession of a valid state driver’s license; minimum of 5 years

    of experience in fire department and EMS activities; or any combination of education, training, and work experience which provides

    the required skill sets to perform the essential functions of the job. Previous fire department leadership/supervision preferred.
