FIRE CAPTAIN manages a team of firefighters. Ensures all equipment is properly maintained and serviced. Being a FIRE CAPTAIN directs training and conditioning activities. Administers the staff work schedule to ensure adequate coverage. Additionally, FIRE CAPTAIN leads and coordinates responses to fire events, hazardous material incidents, auto accidents, and search and rescue operations. Prepares post-incident reports as required. Leads or coordinates fire safety education and inspection activities. Typically is required to pass periodic physical ability tests. May require registry in NREMT. Typically requires an associate degree in fire science. Requires Emergency Medical Technician (EMT) - Basic. Typically reports to a manager. The FIRE CAPTAIN manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be a FIRE CAPTAIN typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required.     This job description is established by the South Adams County Fire Protection District (“District”) to outline the basic requirements, duties, and responsibilities of the EMS Manager position, and is written to complement the District’s Policy Manual and Standard Operating Guidelines.

    **This position holds a probationary status of 12 months from date of hire**

    Position Summary:

    The EMS Captain works under the supervision of the Deputy Chief of Operations in coordination with the Battalion Chiefs. This position involves planning, organizing, coordinating, and evaluating all aspects of EMS operations. This position oversees the EMS program components of continuous quality improvement, supplies, equipment, training, and field instruction, among other duties. 

    This EMS Captain will ensure provider and system compliance with medical protocols, identify service deficiencies, evaluate performance, and develop and administer training programs designed to maximize the EMS capabilities of recruits, trainees, and incumbent firefighters.

    Immediate Supervisor:

    The EMS Captain reports directly to the Deputy Chief of Operations

    Primary Duties and Responsibilities:

    The following duties are an overview of the primary duties and responsibilities of the EMS Manager and should not be considered an all-inclusive list.

    1.    Demonstrate knowledge of the District’s rules, policies, and procedures, as they pertain to the Administrative and Operations Division specifically and the District generally, including but not limited to the rules, policies and procedures contained in the District’s Member Handbook, Payroll Procedures Manual, and Standard Operating Guidelines.

    2.    Directs all aspects of the Department’s EMS program.

    3.    Assists Operations Chief and Battalion Chiefs in research of EMS problems. Assesses problem areas and takes appropriate actions to research these problems and report to appropriate Battalion Chief.

    4.    Observes and directs the activities of the Department’s EMS Manager and EMT’s to ensure medical services are being delivered to recognized standards and to current protocols.

    5.    Ensures EMS compliance by supporting the EMS Manager regarding quality assurance program and any quality investigations. 

    6.    Attends internal and external meetings as scheduled and assigned, provides information and advice regarding Department’s EMS activities.

    7.    Coordinates EMS activities with other divisions of the Department and other departments and agencies.

    8.    Provides information and assistance to facilitate delivery of quality EMS services.

    9.    Acts as the main point of contact for the state approved Continuing Medical Education Program for Department Emergency Medical Technicians.

    10.    Oversees the EMS workgroup assigned to the peer review process for EMT’s.

    11.    Directs continuing medical education classes for all personnel.

    12.    Evaluates, observes, and assists with medical education training and related activities. Ensures quality training is being accomplished.

    13.    Oversees medical supplies for Department. Reviews medical inventories for all field units. Holds direct responsibility for all purchases of medical equipment and supplies.

    14.    Provides annual operating budget for EMS division to include medical training, medical equipment, and supplies.

    15.    Researches and resolves public complaints and/or questions regarding EMS activities. Reports such complaints to the Division Chief. 

    16.    Oversees the EMS training and certification records for all personnel.

    17.    Identifies any needed training for assigned personnel and coordinates the completion of training.

    18.    Serves as the initial point of contact for the Department’s Infection Control Officer as required by the Occupational Safety and Health Administration and Ryan White Act.

    19.    Develops and coordinates Department’s operational SOG’s for EMS activities.

    20.    Observes, follows, and enforces; established Department policies, procedures, regulations, and guidelines; memos, standard operating guidelines, and past practice procedures related to EMS.

    21.    Delivers work products and services within the assigned work schedule which averages 40 hours per week and is generally performed Monday through Fridays between 8:00 a.m. and 5:00 p.m. Work shift may be extended, if necessary, to meet emergency operations requirements and scheduled training needs.

    22.    Coordinates Department’s Field Instructor Program.

    23.    Must be a critical thinker and problem solver with great attention to detail.

    24.    Develop and maintain positive, effective working relationships with District employees, volunteers, reserves, District residents, other governmental agencies, and the community.

    25.    Maintain positive and constructive written and oral communication skills always.

    26.    Work well in a progressive, team-oriented environment.

    27.    Have a positive attitude and be a self-starter.

    28.    Promote a positive, professional image of the District always.

    29.    Perform other additional duties that may be assigned.

    Minimum Qualifications and Certification Requirements:


    1.    Possess a high school diploma or G.E.D.
    2.    Must possess an Associates or equivalency by licensure degree in related field.
    3.    Must be actively practicing paramedicine for at least three years to present date.
    4.    Possess and maintain (without interruption) a valid Colorado driver's license, and acceptable driving record.
    5.    EMT-P certified or higher through the National Registry of Emergency Medical Technicians or by the State of Colorado.

    6.    Must maintain EMT-P level of certification, or higher, while employed as the EMS Captain position.

    7.    Possesses a Colorado Emergency Medical Services Instructor/Coordinator certificate or completion of course within 12 months of hire.

    8.    Strong communication and interpersonal skills.
    9.    Great attention to detail.
    10.    Excellent organizational and coordination abilities.
    11.    Knowledge and understanding of the District’s rules, policies, and procedures as they pertain to the Operations Division specifically and the District generally, including but not limited to the rules, policies and procedures contained in the District’s Member Handbook, Payroll Procedures Manual, and Standard Operating Guidelines.
    12.    Ability to read and comprehend simple instructions, routine correspondence, and memos, and ability to write basic reports and correspondence.
    13.    Ability to effectively present information as needed to members of the organization.
    14.    Ability to interpret a variety of instructions furnished in written, oral, or diagram form.
    15.    Ability to read, write, speak, and understand the English language at a level adequate to perform the duties of the position.

    Required Certifications:

    •    NREMT – Paramedic
    •    CO State Paramedic Certification
    •    BLS (CPR)
    •    ACLS
    •    PALS
    •    ICS 100, 200, 300, 400, 700, and 800c

    Preferred Qualifications:

    •    Fire Officer I or higher.
    •    Two (2) years or more of EMS program management of equal size department.
    •    Ambulance Service Manager (ASM) Program experience (highly desirable)


    Work Environment and Physical Requirements:

    **This position requires work in a variety of locations and conditions**

    1.    Must be able to lift, move and carry objects up to fifty (50) pounds.

    2.    This position requires standing, walking, sitting, kneeling, stooping, bending, lifting, squatting, pushing, pulling, crawling, climbing, pinching, gripping digging, spraying, reaching over head, reaching away from body, and repetitive motion.

    3.    Will be required to work in all weather conditions and in extreme temperatures.

    4.    Work may result in exposure to contaminated environments, including but not limited to, hazardous materials, smoke, gases, chemicals, fumes, odors, mists, and dusts, which may require the use of Personal Protection Equipment.

    5.    This position demands frequent use of sensory activities such as talking, seeing, hearing, smelling, feeling (identifying objects by touch), depth perception and color vision.

    6.    This position will involve frequent periods of high physical, mental and/or emotional stress.

    7.    Must have good close vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus quickly.
