Financial Systems Manager manages a team of analysts responsible for the implementation and administration of the organization's financial systems. Oversees the daily operations of the department. Being a Financial Systems Manager researches financial record-keeping and reporting requirements, and ensures that systems are modified to meet these requirements. Creates processes and procedures to ensure best practices for financial systems are used throughout the organization. Additionally, Financial Systems Manager trains departmental staff as needed. Requires a bachelor's degree. Typically reports to a director. The Financial Systems Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be a Financial Systems Manager typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required.     Spathe is currently searching for a Financial Analyst Level II to join our team in the Virginia Beach, VA area.

     

    Spathe Systems is a rapidly growing SOF led, 8(a) defense contractor headquartered in Tampa, FL with offices in Fayetteville, NC and strategic partner locations in Virginia Beach and Coronado.     Responsibilities

    The Budget Analyst will provide budget, financial, and account reporting support to SRT-2.Data Entry, Data Extraction, Records Maintenance, and Reconciliation.  The contractor shall assist Government personnel in performing oversight and monitoring execution of the SRT-2 budget. Budget Analyst shall identify and analyze trends in receipts, obligations, and expenditures.  Budget Analyst shall monitor budget levels to ensure legal and efficient use of funding.

     

    Task to include:

     

    Budget Analyst shall make recommendations for funding targets based on analyses of activity budget estimates, historical expenditures, projected requirements, and approved funding.

    • Monitor and review obligations, expenditures, and requests for allotments, through examination of accounting records, continuing dialogue with program officials and their staffs, and review of progress reports.
    • Prepare a variety of reports covering the status of program funds, expenses, and obligations, as required by higher authority.
    • Evaluate the effect of cost and program changes on the budget execution process. Analyze program key performance factors.
    • Participate in the monitoring of year-end closing to ensure proper and full use of program funds, with no anti-deficiency violation.
    • The Budget Analyst shall conduct accurate data entry into internal trackers, and other required documents or systems related to accomplish the assigned tasks.
    • The contractor shall adhere to all classification marking on established and draft documents.
    • The contractor shall provide other assistance in direct or indirect support of accomplishing Data Entry, Extraction, Maintenance, and Reconciliation requirement.

     

    Trend and Forecast Analysis

    • The contractor shall conduct trend analysis by gathering, collecting, and comparing historical data. This collection data will be used to compare funds distribution history and trends, and historical trends.
    • The contractor shall convert all gathered, collected, and compared data into information that will aid in decision making for the chain of command.
    • The contractor shall provide forecast and projection on the applicable data gathered, collected, and compared.
    • The contractor must be highly proficient skills in Microsoft Excel.             

     

    Financial Reporting

    • The contractor shall provide weekly financial status reports in care of SRT-2.
    • The contractor shall provide quarterly reports of adherence to or shortfalls within SRT-2 budget execution.
    • The contractor shall aid N4 Department on other financial reports and data calls as needed.
    • The contractor shall assist in making budgetary presentations to management, operating officials, and command financial personnel, representing SRT-2 Funds Control to impart information and support recommendations.
    • The contractor shall assist in defending budgetary estimates, certified obligations, responding to “Request for Information” (RFI), and providing clarification as required.

    Qualifications

    Qualifications:

    • Bachelor's degree in related discipline AND 10-years of experience in the field of work
    • Program/Project Management, SOF Experience (Preferred)
    • Finance & Accounting Background.
