Summary:
This position is to maintain and enhance in house developed of the Capital Project Accounting system software as required. Assists in the timely monthly closing of CPAS and oversees the weekly processing of project related general ledger and AP Data. Produce the internal and external reports of Capital projects, grants and billings including FTA regulatory filings.
Roles and Responsibilities:

Serves as project manager to manage user and IS/or consultant activities on multiple projects, develops schedule and ensures adherence, controls project cost and generates project status reports to implement financial computer systems.

Develops computer system specifications which outline the specific user requirements for financial system enhancement.

Performs in-depth analysis of problem areas, reviewing existing policy, procedures and systems to determine why problems exist and/or why specific information requirements are not being met.

Coordinates with IS, outside consultants and the various user departments on the implementation of major system developments and maintenance of projects.
- Develops and updates key components Strategic Financial Systems Plan which includes consensus priorities for system enhancements, additions and changes in system interrelationships.

Responsible for the monthly and year-end close and reconciliation of CPAS system, in accordance with the Financial Department closing schedule.

Performs the CPAS system close and executes monthly, quarterly and year end system reporting.

Generates ad hoc reports from the CPAS system and complete special requests as required.

Prepare, process, and generate Federal, State, Homeland Security, and other miscellaneous billings.

Responsible for reviewing and verifying accuracy of funding requirements processed in the Capital Project Accounting System.

Produce the internal and external reports of capital projects, grants and billings including Federal Financial Reports (FFRS), Single Audit Supplemental Schedules and regulatory filings.

Education, Experience and Qualifications:
Bachelor’s Degree in accounting, Finance, or Business Administration or related area, or equivalent, and five years of recent experience in accounting and financial systems
Knowledge and Skills:
Knowledge of the Capital Project Accounting System (CPAS) software is desired. Understanding of NJT financial systems and workflows is also desired. Experience working with grants and/or contracts accounting is preferred. Strong ability to establish priorities, meet deadlines, and multi-task. Candidates must have Intermediate Microsoft Excel, Access and Word skills. Excellent written and verbal communication skills are required.
