Financial Systems Analyst implements, maintains, and updates the systems that store and process financial data. Modifies system menus, edits spreadsheets and reports, and troubleshoots system problems. Being a Financial Systems Analyst imports files to and exports files from financial databases. Generates reports and conducts analyses on financial systems data. Additionally, Financial Systems Analyst collaborates with internal teams to determine primary needs and goals and creates solutions to meet those objectives. Trains staff on the use of financial systems and acts as a liaison to the information technology department. Typically requires a bachelor's degree. Typically reports to a manager. The Financial Systems Analyst work is generally independent and collaborative in nature. Contributes to moderately complex aspects of a project.   • Under direct supervision of the Accounting and Financial Reporting Manager, and in collaboration with other team members, the Financial Analyst assists with the preparation, analysis, and distribution of financial statements and reports; performs complex financial and accounting analyses; and related duties as assigned. The incumbent interprets a variety of financial data and makes recommendations to management to ensure the Agency’s compliance with Federal and State regulations. Success in this role requires developing and applying analytical skills and effective coordination with other team members and stakeholders across various departments.The duties listed below are intended only as illustrations of the various types of work that may be performed.  The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this class.
    1. Produce a wide variety of Financial and Operational reports required by the Agency and stakeholders. Complete analysis for assignments to include but not limited to; accounts payable, accounts receivable, procurement, payroll, and project based cost accounting monitoring resource allocation and financial resources.
    2. Analyze past and present financial data and project future revenues and expenditures. Identify trends and compare results to previous accounting periods; make recommendations to management for forecasted expenditures relative to budget expenditures.
    3. Develop analytical tools and frameworks for financial modeling, make recommendations to operations, tax, and financial circumstances. Monitor the  asset management system for the Agency to ensure compliance with federal and state laws. 
    4. Monitor, collate, and analyze data related to the useful life of assets; produce and provide reports to departments and make recommendations regarding  asset management. 
    5. Review and analyze new and prospective laws and regulations and make recommendations.
    6. Assist with special audits by responding to requests and inquiries from outside auditors; review and prepare responses to audit findings. 
    7. Perform other related functions, tasks and duties as assigned or requested.
    SUPERVISION RECEIVED/EXERCISED
    Receives direct supervision from the Accounting & Financial Reporting Manager and general supervision from the Chief Financial Officer. 

    KNOWLEDGE, SKILLS AND ABILITIES
          Knowledge of: 
    1. Financial reporting
    2. GAAP
    3. Data collection methods and practices
    4. Research and reporting methods, techniques and procedures
    5. Record keeping practices, procedures and methods
    6. Organization, operations, policies, and procedures
    7. Proficiency with MS Office software (Outlook, Excel, Word, PowerPoint), Internet software, Database software
    Ability:
    1. Identify, analyze, classify and problem-solve accounting or compliance issues within a deadline-oriented environment.
    2. Understand, interpret, explain and apply complex laws, regulations, policies and procedures applicable to Financial functions of a Transit Agency. 
    3. Effectively adapt to a changing and dynamic environment, quickly assimilate and apply information, prioritize and reprioritize tasks as needed, establish work process and flow to ensure projects and tasks are completed in a timely manner; attention to detail is critical.
    4. Communicate effectively with all levels within the organization in both written and oral formats. 
    5. Maintain accurate records; prepare clear and concise financial and accounting analysis reports. 
    6. Work independently and within a team environment to achieve results. Use and manage available time and resources to prioritize tasks and meet established deadline.
    7. Successfully collaborate with all levels of administration and staff within an organization.
    8. Work confidentially with discretion.
    MINIMUM QUALIFICATIONS:
    A bachelor’s degree in accounting, finance, business administration, public administration, or a related field desired. Minimum of two (2) years progressive experience in accounting, project accounting, or related work experience.
