    BRIEF DESCRIPTION OF DUTIES: This position is located in the Office of the Chief Financial Officer (OCFO), Government Operations Cluster, Department of Employment Services (DOES). This position has responsibilities for providing technical oversight of the agency’s deliverables to the U.S. Department of Labor, including formulating, justifying, monitoring, and developing process improvement strategies.  Additionally, the incumbent is responsible for executing the budget for several large and complex agency programs. Duties include but are not limited to: overseeing and monitoring the entirety of the cost allocation plan and/or the Negotiated Indirect Cost Rate Agreement (NICRA) as agreed upon by DOL and the Office of the Chief Financial Officer each fiscal year; serving as the subject matter expert for the Cost Allocation Plan/NICRA for DOES staff; leading the development, execution, analysis and evaluation of the proposals for the Cost Allocation Plan/NICA; reviewing grants requirements for administrative costs; and validating the accuracy and adequacy of funding requests. Performs other duties as assigned.Five (5) years of progressive experience performing the related duties and responsibilities such as budget formulation, justifying, monitoring, developing process improvement strategies; and grants management. Candidates must have previous expert level experience designing and implementing indirect cost rate proposals.Experience that provides the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for this position.
