    Job Description Summary:
    Coordinates day to day financial management for the Statewide Area Health Education Office under the direction of the Administrative Officer. Position is located in Pittsburg, KS.

    Required Qualifications:
    Education : Bachelor's degree in business or related field plus one year experience in performing the work described in the principal accountabilities section above. Relevant experience as described herein may substitute for the educational requirement on a year for year basis.
    Skills : Requires excellent organizational, interpersonal, and communication skills. Requires ability to function well as a team member, establish priorities, meet deadlines, establish and achieve work goals within assigned parameters. Requires ability to match customer needs to appropriate resources and respond promptly.
    Requires a high degree of initiative and commitment as well as ability to execute multiple ongoing tasks.
    Requires proficiency in database management and spreadsheet applications and other automated business software applications as well as accurate spelling and proofing.
    Demonstrated capability to work effectively with individuals and groups with culturally diverse backgrounds.

    Preferred Qualifications:
    Work Experience : Experience gained in performing the principal accountabilities of this position in an educational institution.
    Skills : Demonstrated knowledge of medical terminology.

    Job Duties Outlined:
    Financial Support

    Participates in the process of developing and implementing programs and services by advising management of the financial impact that is involved in daily operations, and developing and proposing budgets to support the financial aspects of such programs and services. Advises partners/management during all phases of planning new/revised programs and services regarding the projected cost of the program components, financial impact on overall operations and what funds may be available for support. Reviews final budgets to ensure all projected income and expenses are included and are reasonable. Analyzes year-to-date income and expenses against previous years for variances and trends as well as reviews expenses for cost saving opportunities. Generates special financial and budgetary reports using cost accounting methods. Conducts analysis and review of potential equipment for purchase and makes recommendations for management.

    Represents the department while consulting with outside vendors. Evaluates and selects vendors. Purchases goods and services for the statewide office within budget, state purchasing contracts and regulations. Works directly with vendors to correct variances in product/services received and/or charges to ensure payments made do not exceed authorized amounts.

    Processes payments for purchases, allocating expenses to appropriate accounts and budgets. Maintains inventory of goods and services purchased. Provides periodic reports to management of expended, encumbered and remaining available funds from multiple funding sources. Maintains a complete filing system of purchasing transactions and contracts. Establishes contract compliance timeline schedules and undertakes actions to ensure vendor and statewide office comply with contractual obligations.

    Bills clients for fees payable, enters fee amounts into accounts receivable, receives fees paid and records payments. Acts to collect late fee payments. Accounts for all cash received and deposits into appropriate funds.

    Assesses and evaluates the application of technology to improve efficiency of departmental processes and systems. Develops staff in the use of new technology as required.

    Administrative Support

    Supports other staff by covering and assisting in answering and responding to calls/inquiries in a professional manner providing accurate information to callers. Records messages accurately and forwards to the appropriate individuals so that either they or incumbent are able to provide timely responses.

    Other Activities

    Performs other financial and administrative functions as directed. Participates in cross-training back up for incumbent and cross-trains to support other staff positions as directed.

    Processes payroll and expense reimbursements.
