Description:
The Financial Analyst will provide continuous support to the Financial Management (FM) section’s development of financial-specific documentation and briefs and submit for approval by the Government. Including, but not limited to, Funding Action Requests, Tri Annual Reviews, Dormant Account Review Quarterly Staffer Briefs, Service Requirements Review Board Database Request, Program Execution Plan, Command Planning and Resource Allocations, inserting data into financial databases including, but not limited to, ERP, BOBJ, DWBIS. This support will also include drafting documents, providing comments and edits to documents, participation in meetings, and providing technical input. Provide continuous technical support to the FM Leads for the tracking of the expenditures, obligations, and awards of funds, across NIWC Atlantic Divisions/IPTs. This task requires familiarization with the DON financial databases, processes, and systems.
Duties and Responsibilities:
- Check for discrepancies between Program reporting and the financial management tools identified above in support of review and reporting requirements for audit efforts as required, coordinating with the appropriate personnel to input discrepancy resolution.
- Deliver technical support in the activity’s development of spend plans, Program Execution Plans (PEP), Obligation Phasing Plans (OPP), budget spreadsheets, and financial planning documentation by providing logistical support, technical drafting, and technical input.
- Attend relevant meetings as required and activities include the development of agendas, meeting minutes, or other products as directed.
- Assist in analysis of potential Continuing Resolution (CR) impacts, including determining program anomalies, projecting cash flow requirements by appropriation, and in communicating the results to the appropriate audiences.
- Assist with program briefings, hearings, and testimony response coordination, including Congressional briefs, mid-year execution reviews, Program Execution Plan briefs, PMRs, POM deliberations.
Required Qualifications:
- DoD Security Clearance: Able to obtain and maintain an Active Secret Clearance
- 6 years of experience with financial analysis
- Proficient with Microsoft Office, including Excel
- Experience with ERP systems
- Ability to multi-task and meet deliverable deadlines
Desired Qualifications:
- Familiarity and experience with:
- Navy ERP
- BUS-FM DAWIA Level 2 or CDFM Certified
- Experience with BOBJ, DWBIS
Minimum Education: Bachelor's degree in a Financial Management, Business Management related Curriculum or Equivalent
Salary: $75,000 to $84,000. Actual compensation offer to candidate may vary from posted hiring range based upon geographic location, work experience, education, and/or skill level. The pay ratio between base pay and target incentive (if applicable) will be finalized at offer.
