Housing Development Compliance Supervisor
ANNUAL SALARY RANGE
$60,818 to $79,548
SUMMARY
Responsible for ensuring that all assigned Housing Development programs are properly monitored for compliance with all rules and regulations by performing the following duties personally or through subordinate staff.
ESSENTIAL DUTIES AND RESPONSIBILITIES Other duties may be assigned.
Create, organize, and design processes and procedures for monitoring compliance with the rules, regulations, and program guidance for all HD programs. Regularly revise processes and procedures as necessary due to changes and updates in rules, regulations, and program guidance. Develop manuals for program participant and applicant guidance, internal procedures, and all program reporting procedures. Provide training and guidance for Compliance Staff reports, program participants, and interested members of the public on all technical issues, OHFA procedures, rules, regulations, and program guidance for all HD programs. Conduct training sessions, provide direct technical assistance, and properly disseminate information electronically or by mail as required.
Supervise the HD Compliance Staff and ensure that all of their assigned duties are completed timely, accurately, and completely.
Divide workload among Compliance Staff and assign Staff to various tasks and projects as required. Oversee the maintenance of appropriate databases, records, spreadsheets, and work papers for all HD programs and ensure timely input of program data and information into the HD program databases and spreadsheets.
Provide progress reports and update the Housing Development Director and other management of OHFA as requested or required. Compile information for reports if not already available. Keep the Housing Development Director regularly informed of the progress of Compliance Staff.
Assist in the preparation of the annual operating budget of the programs, while monitoring program costs to identify where cost reductions or efficient operations will provide a cost benefit.
Represent OHFA and HDT in public meetings, seminars, and other assigned public relations activities.
PROGRAM KNOWLEDGE AND RESPONSIBILITIES
Knowledge of and experience with affordable housing programs and the local, state, and federal laws governing these programs preferred. Ability to understand, act on, and interpret policies, regulations, and procedures as set forth by OHFA, HUD, IRS, or other entities governing these programs. Ability to establish and maintain effective working relationships with co-workers, applicants, vendors, consultants, contractors, HUD, and local, state, and federal officials.
Knowledge of and experience in operating a computer including MS Office products such as but not limited to Excel, Word, Outlook, etc.
OTHER DUTIES AS ASSIGNED INCLUDING, BUT NOT LIMITED TO
Assist in reviewing and preparing all program reports for all sources.
Assist in the preparation of materials for Agency board meetings and participate when requested.
Assist in the preparation of the annual operating budget of the programs, while monitoring program costs to identify where cost reductions or efficient operations will provide a cost benefit.
Represent OHFA and HDT in public meetings, seminars, and other assigned public relations activities.
SUPERVISORY DUTIES
The Compliance Supervisor must Carry out supervisory responsibilities following the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
EDUCATION and/or EXPERIENCE
Bachelor's degree from a four-year college or university with some demonstrated supervisory skills. Eight years of related experience in affordable housing compliance and a minimum of four years of supervisory experience may be considered in lieu of a bachelor's degree.
