Finance Supervisor is responsible for the supervision of finance professionals. Oversees the collection and analysis of financial information for an organization. Being a Finance Supervisor monitors the creation of monthly, quarterly, and annual reports and ensures financial information has been recorded accurately. May require a bachelor's degree. Additionally, Finance Supervisor typically reports to a manager or head of a unit/department. The Finance Supervisor supervises a group of primarily para-professional level staffs. May also be a level above a supervisor within high volume administrative/ production environments. Makes day-to-day decisions within or for a group/small department. Has some authority for personnel actions. To be a Finance Supervisor typically requires 3-5 years experience in the related area as an individual contributor.   • The Finance Specialist reports to the Program Manager for the Overseas Protective Operations Training (OPO-T) Program IDIQ Contract. The Finance Specialist supports Task Order Financial Management to include oversight of pricing, funding, invoicing, and budget management. The Finance Specialist will participate in weekly meetings with the Department of State and have significant interface with corporate support, contract management staff, project accountants, customer, senior technical personnel, project control analyst, budget analyst as well as other functional organizations.

    • Assist the OPO-T team in preparing detailed and accurate invoices for the customer, providing invoice substantiation and backup support to delineate charges
    • Perform functions of financial planning, financial analysis, and general accounting, extracting data from multiple sources and effectively summarizing current financial position of the program
    • Ensure invoices are billed in accordance with the contract requirements and reconcile billing against Contract Line-Item Numbers (CLINs)
    • Perform data collection and analyses of funding and provide recommendation of realignments
    • Develop recommendations to improve accuracy and cost substantiation for FFUPs and Cost Reimbursable CLINs
    • Support the OPO-T Team with tracking of billing lags and journal entries; track, reconcile, and report billing lags for labor, travel, and other direct costs
    • Responsible for Task Order pricing activities using the workflow processes
    • Participate in the weekly ODC & Travel Reconciliation process as required
    • Assist with subcontractor cost tracking and funding for each of the task orders by CLIN; work with Subcontractors Management and Contract Management Teams to resolve funding issues
    • Work with PM and DPM on ETC updates (Accuracy in forecasting is crucial)
    • Perform monthly review of projects and performance against budget / cost proposals with variance explanations
    • Performs monthly financial analysis, tracking key performance indicators
    • Prepare Quarterly and Annual Budgets on the project
    • Prepare projects of revenue and expenses for projects
    • Monitor and address questions related to the financials
    • Understands and able to convey cost impact of operational decisions via reports and communications with Program Management
    • Prepare cost models for pricing proposals under contracts assigned, examine financial data, including revenue, expenditure, margin, and pool costs against bid and budget
    • Prepare estimates to complete and estimates at completion as required
    • Present the Financial status
    • Set up charge numbers
    • Validate pricing quotations
    • Support the OPO-T Team with Purchase Card and FedEx Reconciliations
    • Provide financial and program support to managers on the task orders
    • Generate and submit weekly accounting journal entries for the program, including reclassification of overhead charges and travel charges
    • Support ad-hoc cost reporting and performance analysis
    • Reviews and conducts QA/QC of invoices prior to submission to the government
    • Provides on the job training in program finance topics to staff as required
    • Periodically attend meeting in the Washington D.C. metro area and travel OCONUS if required
    • Effective perform the above tasks as assigned; make effective use of technological resources; develop and maintain effective relationships at all levels; analyze, interpret and compile complex data;continuously monitor and ensure financial procedures and processes are accurate and effective for the program.

    REQUIRED QUALIFICATIONS AND EXPERIENCE:

    • BA or BS Degree in Finance or Accounting, Business Administration, Information Management Systems or 15 or more years of relevant experience
    • Requires a minimum of four years’ relevant work experience, as a Cost Proposal Manager or a combination of financial and/or project accounting experience sufficient to demonstrate analytical skills, and proficiency with Excel, Costpoint, and standard tools for project finance.
    • Must have a comprehensive knowledge of the project finance field and the ability to complete difficult and complex assignments. This position requires a problem solver that can pull together knowledge from a broad range of subjects to produce thorough analysis of multifaceted, challenging issues, and use those analyses to develop solutions.
    • Must have proposed and implemented project/program improvements.
    • Must be committed to customer service, well organized, able to plan and prioritize assignments, and able to successfully handle multiple tasks simultaneously.
    • Must have a strong background in the entire Microsoft Office Suite, with epmphasis on Excel, particularly in the development of formulas, v-look ups, and macros.
    • Must be able to communicate effectively both verbally and in writing, be courteous and professional.
    • Must have the ability to work outside of normal work hours due to time zone differences.
    • Must be able to work with remote teams and in a fast-paced environment.
    • Able to obtain a Secret Clearance.
