Finance Director directs an organization's financial policies, planning, reporting and controls. Oversees all financial functions including accounting, budget, credit, risk, tax, and treasury. Being a Finance Director generally is the second most senior finance executive. Requires a master's degree in accounting or finance or equivalent. Additionally, Finance Director may require the Certified Public Accountant (CPA) credential. Typically reports to chief financial officer (CFO). The Finance Director manages a departmental sub-function within a broader departmental function. Creates functional strategies and specific objectives for the sub-function and develops budgets/policies/procedures to support the functional infrastructure. To be a Finance Director typically requires 5+ years of managerial experience. Deep knowledge of the managed sub-function and solid knowledge of the overall departmental function.     Provides leadership and direction of the Pueblo's financial administration, debt financing, and budget management functions


    Supervision Exercised


    Supervised by the Chief Financial Officer.
    Supervises assigned Accounting Department staff.

    Major Duties and Responsibilities


    Supervises planning, directing, and/or performing of the following:
    • Reviews and recommends informational system(s) for government and non-gaming activities to assess the present and future financial status of Pueblo operations.
    • Presents financial status information to the Tribal Council, Governor, or designee, directors, stockholders, and other investors.
    • Ensures operational compliance with tax and regulatory requirements.
    • Seeks bids for and notifies insurance companies with regard to coverage changes.
    • Coordinating the activities of the Assistant Controller, Financial Analyst, Cash and Investment Manager, and.
    • Reviews proposals for new business development and make recommendations.
    • Provides recommendations on tax policy based on financial reports.
    • Serves on the Investment Committee, Tax Review Board, 401 K Advisory Board, and the Business Development Committee to recommend the financial arrangements to protect the assets of the Pueblo of Sandia.
    • Works with the CFO and Department Directors to develop strategic planning activities.
    • Oversees the government-wide audit process for Tribal Administration and consolidation of the enterprises with the government financial statements in accordance with GASB-34.
    • Analyzes financial statements, reviews balance reports and prepares cash forecasts.
    • Coordinates and communicates with the program directors/managers to ensure information for the financing and budgeting of all entities.
    • Reviews and recommends the Pueblo’s system of internal controls.
    • Prepares sources and uses of cash for the Pueblo of Sandia.
    • Performs additional duties and responsibilities as necessary or assigned


    Knowledge, Skills and Abilities


    • Ability to supervise, lead, and direct the work of assigned staff
    • Ability to prepare, compile, maintain, and reconcile financial records and reports.
    • Ability to interpret and analyze fiscal records.
    • Ability to analyze cash flow transactions and financial instruments.
    • Ability to analyze risk transactions and make recommendations.
    • Ability to assess when to transfer deposits, funds, and accounts.
    • Knowledge of general accounting principles, practices, and procedures.
    • Knowledge of the laws and regulations governing federal grants and contracts.
    • Knowledge of tax and regulatory requirements.
    • Knowledge of financial reporting and records maintenance requirements as required by the Accountancy board code of Ethics and Controller Code of Ethics and Procedures.
    • Knowledge of the practices, procedures, and processes used in investment analysis activities.

    Minimum Qualifications, Education and Experience


    • Bachelors Degree, in one and/or more of the following: (Master’s degree preferred)
      • Accounting
      • Business Administration
      • Finance
    • Six (6) years supervisory experience in multi-fund operation,
    • Preferably three (3) years in a non-profit multi-fund operation, and
    • Three (3) years in a for profit operation.
    • Must be bondable.
    • Experience with a variety of computerized financial systems, administration of retirement plans, finance accounting for Federal and State grants.
    • Strong understanding of General Accepted Accounting Practices (GAAP) and GASB-34 Report for governmental agencies.
    • State of New Mexico Drivers License.
    • C.P.A. and/or M.B.A. highly desirable


    Licensing Status


    Must be able to obtain and maintain a STGC Gaming License at the Key employee level.
