    CLASS SPECIFICATION

    Class Title: Operator (Field)

    Pay Grade: 19

    Department: Public Works and Utilities / Field

    Supervisor: Crew Chief (Field)

    Supervises: None

    Class Characteristics: Under general supervision, performs semi-skilled and manual labor work activities in the construction and maintenance of the water and gas distribution systems and wastewater collections system; operates equipment assigned to Division; assists other Divisions/Departments as requested; performs related work as required.

    ESSENTIAL DUTIES:

    Essential:

    • Assists in the construction, installation, maintenance, cleanliness and repair of the water and gas distribution systems and wastewater collection system, including lines, valves, meters, etc.
    • Makes water, wastewater, and gas taps.
    • Lays lines, maps lines, locates lines, locates and repairs leaks, lubricates and/or replaces valves, etc.
    • Performs landscaping duties, repairing grounds after work has been done by crews.
    • Assists with updating line and valve locations.
    • Assists in the maintenance, cleanliness and upkeep of the physical plant.
    • Assists in all types of maintenance duties, including pouring and finishing concrete, plumbing, welding, etc.
    • Operates motorized equipment safely and efficiently.
    • Detects malfunctions in vehicles and equipment and reports all repairs to supervisor; assists with maintenance (including preventive maintenance) on vehicles and equipment.
    • Cleans and properly stores equipment and tools after use.
    • Assists in fitting pipe together for installation.
    • Assists with meter inspections.
    • Assists other Divisions/Departments as requested.
    • Required continuing education classes.

    MINIMUM QUALIFICATIONS:

    Must possess high school diploma or GED certification.

    KNOWLEDGE, SKILLS, AND ABILITIES:

    Knowledge:

    • Knowledge of, or ability to learn, equipment, materials, methods and techniques used in construction and maintenance of the gas and water distribution system and wastewater collection system.
    • Knowledge of, or ability to learn, the functions, servicing and maintenance requirements of equipment and machinery assigned to Division.
    • Knowledge of, or ability to learn, the geography of the City and service areas in Calloway and Graves county.
    • Knowledge of, or ability to learn, work hazards and applicable safety precautions associated with equipment, vehicles, tools and procedures; ability to comply with established safety standards.
    • Knowledge of, or ability to learn, mechanics, carpentry, welding, plumbing, pouring concrete, etc.
    • Knowledge of traffic laws.

    Abilities:

    • Ability to learn to perform work activities involving carpentry, mechanics, plumbing, welding, pouring concrete, etc.
    • Ability to operate motorized equipment, including trucks, after receiving proper training.
    • Ability to assist with maintenance (or preventive maintenance) and servicing program on vehicles and equipment.
    • Ability to detect mechanical problems and make minor repairs.
    • Ability to learn to read blueprints.
    • Ability to establish and maintain effective working relationships with officers and employees, and the general public.
    • Physical ability to perform heavy labor for extended periods of time, often under adverse weather conditions.

    Instructions: Instructions are initially very specific, but become more general with work experiences in the class.

    Processes: Work varies slightly; seldom required to take different, new or unusual approaches in completing assignments.

    Review of Work: Work is spot-checked as it is being completed.

    Analytical Requirements: Duties are of a routine nature.

    Physical Requirements of the Job: Work involves sitting at a desk or table; work is performed outdoors regardless of weather conditions, requiring intermittent standing, walking, stooping; must lift objects over 50 lbs.; must operate vehicle and equipment; exposed to machinery and its moving parts; required to be in high places, confined spaces, and using stairs and ladders; exposed to fumes, chemicals and toxic substances as a requirement of the job.

    Tools, Equipment and Vehicles Used: Must operate all vehicles and equipment, and use all hand tools, assigned to the Division after receiving proper training.

    Contacts: Regular contacts with other city officers and employees; occasional public contacts.

    Confidential Information: Little or no use of confidential information.

    Mental Effort: Moderate.

    Interruptions: Few.

    Special Licensing Requirements: Commercial driver's license is preferred.

    Availability: Must be able to respond to calls in emergency situations at all hours.

    Certification Requirements: Must possess, or obtain, within the first 18 months of employment, and maintain a Level I or Class I certification in Natural Gas, Water Distribution, or Wastewater Collection. Then must work toward completing all Operator Qualifications (Level III Natural Gas certification, Class III Water Distribution certification, and Class III Wastewater Collections certification).

    Overtime Provision: Non-exempt.
