In General
TMG’s Program Manager I is responsible for leading and managing the day-to-day operations of TMG’s construction and/or design/build operations that involve a form of IDIQ contracting in which multiple projects for a single client and/or geographical area are constructed on a yearly basis. The responsibilities of the position are focused on communicating and managing customer relations and the resources and intellect needed to ensure the achievement of customer satisfaction, employee effectiveness, safety, profitability, and business practices that are needed to accomplish the work program. The role includes understanding and the management of the customer’s work program with a focus on customer satisfaction; an understanding of the pricing methods used to purchase work via the IDIQ contract; the maintenance and growth of sustainable earned revenues for his or her operating unit; contributions to the development and implementation of strategic plans for the company; and a focus on driving TMG’s core values, principal and mission and OKR’s.
Responsibilities
- To ensure that the financial, safety, and operating Objectives and Key Results (OKRs) related to his or her work program are attained;
- To effectively and efficiently estimate, negotiate, and buyout work that is derived from unit prices or other established means that are associated with the type of IDIQ contract(s) that is being managed;
- To maintain regular periodic contact with his or her customers to make sure that ongoing work is being performed to their satisfaction, to provide interventions when necessary, and to make sure that TMG is part of their thought process for upcoming work;
- To provide leadership and managerial oversight and support in the form of staffing, technical resources, and problem solving to the PgM’s respective team;
- To visit project sites frequently to discuss, with employees and owner representatives, issues such as project profitability and status, safety, work requirements, staffing needs, customer satisfaction, and employee morale;
- To develop and manage the yearly budget for his or her business unit and to oversee project budgets, cost reports, cash flow, profitability, and other key metrics;
- To Participate in the hiring and staff development process to promote the maintenance of a workforce that meets and exceeds TMG’s standards that are set forth for each position that is needed;
- To promote and to drive a culture of esprit de corps and collaboration throughout his or her business unit and the organization;
- To work closely with accounting to manage the collection of aged accounts receivable that are greater than 30 days beyond their due date and other non-performance matters involving payment issues related to vendors;
- To promote, educate, and manage the consistent implementation of his or her business unit’s portion of TMG’s Mission, Principles, Values, and Strategic plan (to include the achievement of OKRs); and
- To seek out and encourage innovation to continuously improve TMG’s processes and services.

Minimum Qualifications
- B.S. degree in engineering or construction management with a minimum of 10-15 years of experience with a commercial and/or industrial general contractor or 20 years of directly related experience with no degree;
- Demonstrated experience leading and managing all operational aspects of a general building and/or design-build contractor’s business unit that produces annual revenues of $8m or greater;
- A strong working knowledge of IDIQ contacting that includes a knowledge of working with unit prices and workflow management and other aspects unique to this method of contracting;
- A working knowledge of construction means and methods associated with the construction and/or renovation of commercial and institutional buildings and site work related thereto;
- A high level of proficiency with spreadsheets, email, and other software used in the construction industry;
- A minimum of 5 years of experience in managing IDIQ-type contacts;
- Current safety credentials to include OSHA 301, First Aid, and CPR1;
- Current CQC certification issued by USACE / NAVFAC 1; and
- Professional credentials–Associate Constructor (AC), Certified Professional Constructor (CPC) or PE in good standings
