Facilities Manager manages the maintenance, construction, repair, and refurbishment operations of one or more facilities or properties. Implements policies and procedures that ensure the optimal functioning of buildings, grounds, and associated equipment. Being a Facilities Manager monitors daily building operations of all systems, including mechanical, electrical, plumbing, HVAC, safety, and waste management to ensure reliability. Tracks work orders for quality, adherence to service standards, and budgeted guidelines. Additionally, Facilities Manager trains supervisors and employees in best practices for maintenance work, service and safety standards, and local laws and regulations. Oversees vendors or contractors engaged for construction projects. Typically requires a bachelor's degree. Typically reports to a director. The Facilities Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions.   • Port City Air (PCA) is a 24/7 aviation services company located at the Portsmouth International Airport within the Pease Tradeport.  PCA offers a variety of ground support and services for private, commercial, and military aircrafts such as fueling, de-icing, cleaning, restocking and more!  We are currently looking for an experienced Facilities Manager to join our team.

    POSITION SCOPE

    The Facilities Manager maintains and oversees all grounds, buildings and associated systems/equipment to ensure safety and functionality. The position reports directly to the Fixed-Base Operator’s Director of Operations and is expected to both coordinate and manage routine and emergent repairs and inspections of company infrastructure within an airport environment.

    DUTIES AND RESPONSIBILITIES

    • Monitors the safety and cleanliness of interior and exterior areas including but not limited to offices, conference rooms, parking lots and hangars
    • Performs routine maintenance on facilities and making repairs as needed
    • Regularly inspects facilities to ensure they meet federal and local safety regulations
    • Coordinates repairs, renovations and updates on infrastructure in an airport environment
    • Prepares and implements project budgets and timelines
    • Sources and negotiates contracts with service providers, and manages the execution of existing contracts
    • Contract management, from solicitation, comparison, to execution for all maintenance service contracts, along with regular auditing of costs and quality of service
    • Schedules routine preventative maintenance, inspections, and emergency repairs with outside vendors
    • Collaborates with vendors, security professionals, and local town/state entities on a regular basis.
    • Ensures security measures are in place and followed, assists IT/Security department to maintain the integrity of the facilities’ physical security plan
    • Maintains day-to-day operations of facilities, such as delegating or completing maintenance orders
    • Creates reports on maintenance, repairs, safety and other occurrences, and up channels concerns to upper management. Collaborates with management team on solutions as issues arise.
    • Prepares facilities for changing weather conditions
    • Collaborates with upper management on budgeting for facility’s needs
    • Monitors and Manages company’s Computerized Maintenace Management System software
    • Manages facilities equipment backstock inventory, while ordering supplies as needed
    • Respond to emergency maintenance issues 24/7/365 as needed
    • Oversees both on-staff Facilities Maintenance and Janitorial Technicians, and assists as needed or during periods without coverage
    • Other duties as assigned.

    REQUIRED SKILLS/ABILITIES/EDUCATION

    • High school diploma or GED.
    • Minimum of 5 years previous facilities maintenance, or minimum 3 years of maintenance management or project management experience.
    • Working knowledge of building codes, processes, and building systems (HVAC, Fire/Life Safety, Electrical, Plumbing, etc.)
    • Must have familiarity with, and ensure compliance of, all Federal, State, and Municipal health, safety, and building codes as it pertains to Facilities Management
    • Familiarity with airport procedures and Hangar construction/door systems desired
    • Working knowledge/familiarity of Fixed-Base Operator ordinances - OSHA (29 CFR) and FAA (14 CFR Part 43, 135, and 139) regulations desired
    • Familiarity with CMMS systems a plus
    • Superior time management and organizational skills.
    • Ability to work independently – self-starter with the ability to self-identify maintenance and upkeep requirements.
    • Physically capable of safely working with and around various types of equipment in an airfield environment – heavy equipment (forklift, scissor lift, JLG, etc.) experience and OSHA certification a plus, with the ability to be trained and train others on usage
    • Physically capable of safely working outside in all types of weather, day or night.
    • Ability to work a flexible schedule as we are a 24/7/365 operation, including responding to emergency calls on nights/weekends/holidays.
    • Contract handling, solicitation, and execution experience
    • Excellent leadership, communications (verbal and written), and problem-solving skills
    • High attention to detail.
    • Ability to remain calm and courteous under pressure.
    • Proficiency with Microsoft Office and Google Workspace Suites
    • Clean, valid Driver’s License.
    • Must pass the FAA and Homeland Security background checks as well as complete a pre-employment drug screening.

    PHYSICAL REQUIREMENTS

    • Ability to lift 50 lbs
    • Ability to ascend/descend a ladder
    • Ability to bend, kneel, push, pull
    • Ability to stand for long periods of time
    • Ability and comfort with working at heights in excess of 20’
    • Ability to operate both heavy equipment and a variety of man lifts
