Facilities Manager manages the maintenance, construction, repair, and refurbishment operations of one or more facilities or properties. Implements policies and procedures that ensure the optimal functioning of buildings, grounds, and associated equipment. Being a Facilities Manager monitors daily building operations of all systems, including mechanical, electrical, plumbing, HVAC, safety, and waste management to ensure reliability. Tracks work orders for quality, adherence to service standards, and budgeted guidelines. Additionally, Facilities Manager trains supervisors and employees in best practices for maintenance work, service and safety standards, and local laws and regulations. Oversees vendors or contractors engaged for construction projects. Typically requires a bachelor's degree. Typically reports to a director. The Facilities Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be a Facilities Manager typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required.   • JOB SUMMARY: Manages the day-to-day operations and resources of the Buildings and Grounds Division. Oversees staff installing, inspecting, repairing, and maintaining equipment, building systems, including mechanical, electrical, plumbing, HVAC, safety, and waste management. Maintains a safe and effective working environment that complies with regulations and laws. Works closely with Project Management to prioritize and develop capital and major maintenance plans. Collaborates with Material Management in governing external contractors and their assigned projects. On-boards and manages facilities and inspection reporting systems and software. Oversees the Supervisor of Buildings and Grounds.   ESSENTIAL FUNCTIONS: Provides leadership and technical expertise to all maintenance staff and contracted services. Approves daily and project work.     Ensures all work is completed correctly and professionally. Manages maintenance and facilities projects. Manages contracted services for the janitorial and landscaping for properties. Reviews specifications for soliciting contracted services and project work. Implements new preventative maintenance documentation and procedures for facilities and equipment. Performs employee evaluations, counseling, and discipline. Manages construction, installation and maintenance of bus shelters and bus stops for the county. Ensures all digital platforms are functional. I.e., City Works, Facilities Assessment programs, etc. Assists in onboarding and managing facilities assessment technology. Gathering and analyzing data, blueprints, and reports.  Analyzing project costs and preparing budgets. Works with Project Management department to identify facility needs and priorities, as well as short and long-term planning in accordance with local and Federal state of good repair guidelines.   Manages construction, installation and maintenance of bus shelters and bus stops for the county. Assists with justifying, documenting, and advocating for facility Capital budget requests to address long term plans and priorities.    Manages the implementation of facility expansion, layout, various systems, and quality controls.  Performs other duties as required.   QUALIFICATIONS: Six (6) months training beyond high school related to skilled trades required. Three (3) years of facilities management or supervisory experience required. Demonstrated experience with Computer Maintenance Management Systems (CMMS) software, such as Asset Works, Microsoft Dynamics, City Works, Trapeze, or similar systems required.  Implementation experience is preferred.   KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of equipment, facilities, and building maintenance procedures and best practices. Knowledge of parts and material needed to repair and maintain HVAC, electrical, plumbing and carpentry components. Knowledge of vendor management procedures and best practices. Skilled in the use of computer operations and spreadsheet and scheduling software. Skilled in the use of hand tools and maintenance equipment. Ability to lead/supervise others. Ability to develop and maintain effective and appropriate working relationships. Ability to communicate effectively, both verbally and in writing. Ability to work independently. Ability to read plans and diagrams.   PHYSICAL REQUIREMENTS AND ENVIRONMENTAL FACTORS: Work is frequently performed in an office, outdoor or warehouse environment with occasional exposure to unpleasant conditions or hazards.
