Facilities Manager manages the maintenance, construction, repair, and refurbishment operations of one or more facilities or properties. Implements policies and procedures that ensure the optimal functioning of buildings, grounds, and associated equipment. Being a Facilities Manager monitors daily building operations of all systems, including mechanical, electrical, plumbing, HVAC, safety, and waste management to ensure reliability. Tracks work orders for quality, adherence to service standards, and budgeted guidelines. Additionally, Facilities Manager trains supervisors and employees in best practices for maintenance work, service and safety standards, and local laws and regulations. Oversees vendors or contractors engaged for construction projects. Typically requires a bachelor's degree. Typically reports to a director. The Facilities Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be a Facilities Manager typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required.   • POSITION SUMMARY: Responsible for the maintenance and upkeep of the organization’s owned and leased properties at both the Branford and Ansonia sites.

    Accountable and responsible for the following results:

    • Responsible for the maintenance of the organization’s fleet of vehicles, including routine and as needed maintenance.
    • Directly supervises the Maintenance Supervisor; oversees the supervision of all maintenance staff including hiring, performance management, training and work assignments.
    • With the maintenance supervisor, fields and reports all maintenance calls for all properties, schedules when necessary; maintains and manages electronic work order log.
    • Manages after hours on call schedule and process.
    • Monitors and audits routine and as needed repairs and maintenance of company facilities to ensure compliance with regulatory requirements, quality work and timely response.
    • Ensures all inspections, tests and drills are performed and documented for compliance with regulatory requirements.
    • Performs initial, periodic (quarterly) and exit inspections of properties for safety and health conditions; develops and implements a proactive preventative maintenance schedule to improve operations and contain costs.
    • Responsible for correspondence with tenants relating to periodic maintenance.
    • Solicits and reviews quotes for outsourced annual services and all other construction projects. Annual quotes may include but not be limited to landscaping, snow plowing, HVAC, janitorial and any others. Prepares comparative analysis of quotes, recommends hire and serves as project manager for outsourced construction projects.
    • Ensures adherence to affirmative action plan by soliciting and selecting quotes from minority contractors whenever possible.
    • Ensures company security by managing alarm systems, FOB systems, key issuance, and key-code maintenance; ensures parking lots and facility entrances are well lighted and free from obstruction.
    • Assists in the preparation of and adheres to the maintenance and repair budget.
    • Approves all facilities related invoices for payment by complying with agency purchasing process and submitting receipts for all purchases.
    • Serves as an active member of the site Safety Committees.
    • Builds relationships with program managers; ensures excellent customer service.
    • Attends training sessions, workshops, and seminars as requested by supervisor, or as needed for professional development, or as required for accreditation or license.
    • Flexibility in work hours may be required.
    • May be required to use own vehicle on company business.
    • Perform other duties as assigned.
    • Regular and consistent attendance is an essential function of this position.
    • Associates degree in related field or equivalent training and experience.
    • Minimum 3-5 years’ experience coordinating building maintenance and operational activities in multi-facilities environment.
    • Strong supervisory and leadership skills.
    • Well developed organizational and communication skills, with demonstrated attention to detail.
    • Ability to work effectively with all levels of staff as well as external contacts.
    • Strong customer service satisfaction work ethic including an action oriented mindset.
    • Must be proficient with PCs and Microsoft Office Word, Outlook and excel.
    • Knowledge and or/ background within human services preferred, preferably in working with behavioral health clients.
    • Must have and maintain an acceptable driving record and be insurable at a reasonable rate under the Organization’s auto insurance plan.
