Facilities Manager manages the maintenance, construction, repair, and refurbishment operations of one or more facilities or properties. Implements policies and procedures that ensure the optimal functioning of buildings, grounds, and associated equipment. Being a Facilities Manager monitors daily building operations of all systems, including mechanical, electrical, plumbing, HVAC, safety, and waste management to ensure reliability. Tracks work orders for quality, adherence to service standards, and budgeted guidelines. Additionally, Facilities Manager trains supervisors and employees in best practices for maintenance work, service and safety standards, and local laws and regulations. Oversees vendors or contractors engaged for construction projects. Typically requires a bachelor's degree. Typically reports to a director. The Facilities Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions.   • Purpose of the Position

    The Facilities and Maintenance Manager is responsible for timely and effective regular and unexpected repairs, maintenance, and maintenance/service planning for all HSCO buildings, mechanical systems, vehicles, and equipment. This position will ensure that HSCO facilities and vehicles are operating with high efficiency and in a manner that supports the comfort, safety, and quality of life of shelter animals, personnel, volunteers, and visitors.

    This role will act as a direct supervisor for 2-2.5 FTE employees, including the Shelter Custodian and Aquamation Coordinator.

    Duties and Responsibilities

    Operations and Maintenance

    • Directs and supervises custodial and aquamation staff in the performance of their responsibilities. This includes training, coaching, performance appraisal and adjustments, and quality control regarding work duties and end results
    • Work collaboratively with leadership and other employees to participate in the creation of a business plan that encompasses aquamation operations. Regular collaboration with appropriate HSCO staff to coordinate outreach and communication with public clients and veterinary partners. Monitor aquamation operations in accordance with approved SOP’s and business plan
    • Acts as direct contact and coordinator for maintenance contractors. Manage ongoing maintenance schedules and upgrades for mechanical, plumbing, electrical, communication, and other systems at all HSCO buildings (shelter and thrift store locations)
    • Maintain inventory monitoring and complete orders for janitorial and other supplies as needed
    • Coordinate and act as main point of contact snow removal and landscaping contractors annually
    • Perform general maintenance and repair work as necessary/able. Coordinate contractors, volunteers, or other personnel as necessary to complete basic repair work as needed
    • Act as main point of contact for contractors during new build or large-scale maintenance/renovation projects including campus renovation
    • Direct engagement with contractors during engagement and bids, in-progress projects, and project close out

    Fleet/Vehicle Maintenance

    • Responsible for maintaining all HSCO vehicles, including animal transport vans, thrift store vehicles, and mobile veterinary clinic
    • Implement and follow through with routine service and maintenance; coordinate all vehicle repair work

    Safety and Disaster Response

    • Act as lead Risk Manager on HSCO staff, work with applicable risk prevention insurance programs and personnel to implement and maintain a culture of employee, volunteer, and visitor safety and wellbeing at the shelter, thrift store, and off-site locations
    • Implements necessary staff safety trainings; monitors ongoing staff and volunteer safety compliance; and takes immediate action to correct hazards and gain compliance according to OSHA regulations and internal policies and procedures
    • Work collaboratively with appropriate staff to develop and maintain the agencies emergency and disaster plans. Act as permanent member and chair of the HSCO Safety Committee
    • Ensure that any facilities and/or system (fire and safety alarms) needs are fully addressed and managed in a timely and effective manner

    Financial

    • Provide input and manage aquamation revenue and expenses
    • Provides input during facilities and capital expenditures annual budget process
    • Monitors actual expenses to budget throughout fiscal year and makes adjustments accordingly
    • Monitors and reports back to leadership on special project budgets and actual expenses

    Education, Training, and Experience

    • Minimum three years’ experience in maintenance, construction, or project management
    • Proven ability to communicate effectively – written and verbally
    • Strong organizational, planning, and critical thinking skills
    • Demonstrated ability to gather and analyze facts, devise solutions, and implement plans
    • Excellent interpersonal and supervisory skills.
    • Must have a valid Oregon driver’s license
    • Must be able to lift at least 50lbs

    REQUIRED SKILLS AND ABILITIES

    • Work collaboratively with and in support of volunteers, staff, and the management team to meet organizational goals
    • Computer skills a must
    • Must maintain a professional appearance, have the ability to exercise sound judgment, display emotional intelligence and maintain professional composure when dealing with youth, volunteers, staff and the general public
    • Demonstrated ability to handle stress in the work environment

    WORKING CONDITIONS

    Work may be performed in noisy indoor and outdoor environments. There is the risk of being bitten, scratched, kicked or otherwise harmed. Position requires lifting, bending, stretching, standing for long periods of time, computer work, writing, and filing. You must have the physical and mental ability to safely perform the full range of duties of the position without creating a hazard to self or others.
