    As a SEXUAL ASSAULT PREVENTION AND RESPONSE SPECIALIST (VICT ADV), GS-0101-11, you will serve as the Domestic Abuse Victim Advocate (DAVA) providing assistance and advocacy for victims of spousal/intimate partner abuse, non-offensive parents/caregivers and victims of child abuse. This position will serve as facilitator to Wing/BDE/JFHQ-State personnel regarding victim of domestic violence and child abuse appropriate responses.

    1. Assists victims of sexual assault and domestic violence towards the process of recovery, through advocacy and resource information. For SAPR sexual cases, the victim advocate will operate under the supervision of the State SAPR performing duties which include, but are not limited to, crisis intervention, safety planning, referral, ongoing non-clinical support, and serves as a resource on available options to assist victims in making informed decisions regarding reporting options and care. For Domestic Violence cases, the Victim Advocate will operate under the guidance and direction of the Director of Psychological Health (DPH)/Behavioral Health Officer (BHO) developing an appropriate plan of assistance and intervention which provides for the safety of the victim and their family members. Cases are assigned from a variety of sources to include self-sought services and referrals from SAPR hotlines, local domestic violence agencies, training classes, Wing/BDE/JFHQ-State identification, investigator identification, and medical or mental health provider identification. Provides continuity of care and ensures coordination with all applicable National Guard functions, State SAPR and DPH. During medical and investigation procedures court/administrative proceedings, and related processes. Provides crisis intervention in the immediate aftermath of sexual assault or domestic violence/abuse and develops safety plans based on initial and ongoing risk assessments. Provide restricted and unrestricted reporting options addressing confidential disclosure and privacy to the victim. During imminent risk of serious harm or death, notify the DPH and law enforcement and provide physical support by being present until the DPH can coordinate the appropriate next steps.

    2. Under guidance and direction of DPH/Behavioral Health Officer the incumbent provides direct services to identified families experiencing domestic abuse utilizing an early intervention model designed to stop the abuse, promote healthy family interactions, and reduce incidences of initial and recurrent family maltreatment among military families of more complex cases. Conducts assessments, to identify risk factors and assist clients to formulate safety plans; and designs and implements goals and objectives for service plans.

    3. Serves on the Wing/BDE/JFHQ-State sexual assault prevention and response (SAPR) Case Management team and ensures State SAPR is kept abreast of victim's status/case. For SAPR cases, consults regularly with the State SAPR on ongoing cases. For domestic abuse cases, consults regularly with the DPH on ongoing cases. Provides input to DPH in the establishment and implementation of local policies and directives pertaining to the Family Advocacy Victim Advocate Program.

    4. Facilitates or assists in the planning, scheduling, and delivery of sexual assault prevention and response and interpersonal violence prevention training for all Wing/BDE/JFHQ-State personnel, leadership, deploying personnel, volunteer or collateral duty Victim Advocates, and other key functional stakeholders to include annual refresher SAPR training. Coordinates guest speakers, arranges announcements and marketing, and coordinates logistics for the various training activities. Promotes awareness of sexual assault and interpersonal violence prevention in the community by performing outreach activities in the preparation for and implementation of the Sexual Assault Awareness Prevention Month and Domestic Violence Awareness Month campaigns. Assists in the coordination and planning for initial and periodic refresher training of volunteer or collateral duty Victim Advocates. Complies with DoD certification and continuing education requirements. Assists the State SAPR with D-SAACP and screening requirements/compliance for all volunteer or collateral duty Victim Advocates.

    5. Serves as liaison with community agencies and resource providers to implement programs and services regarding advocacy for victims, child behavior management/developmental strategies, communication and family cohesiveness and sexual assault. Maintains a program data referral collection log reflecting program transactions and activity for the FAP.

    Performs other duties as assigned.

    1. Must be able to obtain and maintain a Secret security clearance.

    2. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

    3. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.

    4. May occasionally be required to work other than normal duty hours; overtime (COMPENSATORY) may be required.

    5. May be required to travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate to perform temporary duty assignments.

    6. This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.

    7. Required to obtain and maintain receive the DoD mandated Defense Sexual Assault Advocate Credentialing Program (D-SAACP) certification and maintain certification through meeting annual continuing education training requirements.

    8. Participation in direct deposit is mandatory.

    GENERAL EXPERIENCE:Degree: behavioral or social science; or related disciplines appropriate to the position that included at least 24 semester hours of course work in the behavioral or social sciences.

    SPECIALIZED EXPERIENCE: Must have at least 1 year specialized experience equivalent to at least the next lower grade level (GS 9/10). Experience, education or training analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various social science resources. Must have knowledge of the organization and its mission and utilized the organizational staff procedures. Experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of social science program operations carried out by administrative or professional personnel, or substantive administrative support functions.

(Note: Incumbents or applicants will comply with pre-screening requirements in DoDI 6495.03 when seeking D-SAACP renewal, to include a minimum Tier 3 background investigation and State Criminal History Repository (SCHR) check).

    (3) Personnel with a current minimum Tier 3 investigation. (Note: Personnel with a current Tier 3 are not required to re-submit to a Tier 3 investigation, but they must have the SCHR check and comply with pre-screening requirements if they are not yet entered in CE).

    Conditional Disqualifiers: The hired SAPR Professionals cannot have any automatic disqualifying conditions per DoDI 6495.03, Section 3.2a.1-7.
    Other Conditions of Employment:
    Condition 1: The SAPR Professional is required to obtain within 60 days of appointment to a Position of Trust and Moderate Risk; the employee must have a favorable completion and award of a Tier 3 background investigation as directed by DoD and NGB to conduct duties and responsibilities as a SAPR Professional.
    Condition 2: Within 90 days of appointment as a National Guard SAPR Professional, even if currently D-SAACP certified, the newly appointed employee will be required to complete the NGB Joint Course.
    Condition 3: Within 120 days of appointment, unless previously D-SAACP certified, the newly appointed SAPR Professional will be required submit the DD Form 2950, must be submitted by the next D-SAACP review board.
    Condition 4: Required to obtain and maintain D-SAACP certification and maintain certification through meeting annual continuing education training requirements.
    Condition 5: HRO must complete a Screening/Rescreening Criteria Worksheet (NGB J1 ENCL A, V2.0, 09May2022) for enrollment into The NG SAPR Joint Initial Course.
