Executive Response Manager oversees the resolution of customer complaints that have escalated to the highest level within the organization. Acts as a liaison with product/service suppliers to determine validity of complaints and design and implement product or process change to reduce the number of complaints. Being an Executive Response Manager requires a thorough knowledge of the products/services offered and extensive customer service skills. Exercises a large degree individual discretion. Additionally, Executive Response Manager may require a bachelor's degree in area of specialty. Typically reports to a supervisor or manager. To be an Executive Response Manager typically requires 4 to 7 years of related experience. Contributes to moderately complex aspects of a project.     Under general direction from the City Manager, the Airport Services Manager manages, supervises and coordinates the operations and maintenance of the Marina Municipal Airport; supervises assigned staff; coordinates activities with other City Departments and outside agencies; manages services and activities of the airport; participates in developing policies, procedures; participates in developing annual budget and program goals; ensures regulatory compliance; manages fiscal transactions and expenditures; provides administrative support to the Assistant City Manager, and performs related work as assigned.

    Responsibilities

    Duties may include, but are not limited to, the following:

    • Manage all services and activities of the Marina Municipal Airport, including contracted services.
    • Research, evaluate, recommend and write grant proposals and other funding requests to Federal and State agencies.
    • Manage daily activities of the airport with major emphasis on safety.
    • Inform tenants of airport, Fire Department and Federal Aviation Administration (FAA) rules, regulations, policies, safety measures and lease requirements.
    • Conduct inspections to ensure compliance. Document and inform appropriate authorities of safety hazards, including hazardous waste violations.
    • Investigate and resolve tenant complaints with the objective of positive tenant-City relations.
    • Recommend eviction or lesser action where tenants refuse to comply with established rules, regulation or policies mandated in lease agreements, and coordinate activities and the management of issues with the City’s property management, maintenance and marketing.
    • Prepare preliminary annual Airport Division operating budget to include capital improvements; administer the approved budget, adjusting expenditures as necessary; participate in the overall management of the airport’s financial affairs.
    • Plan, direct, coordinate and review the airport work plan. Meet with City staff to identify and resolve problems, assign work priorities, monitor workflow, evaluate work products and adjust work plan as needed due to weather, contractor, funding or other unforeseen delays.
    • Continuously evaluate operations, maintenance, policies and procedures and make or recommend changes for improvement to meet established goals and objectives. Implement changes as needed and in coordination with supervisor, City staff and tenants as applicable.
    • Research and recommend capital improvements; prepare justifications, grant requests and other documentation as necessary.
    • Select, train, motivate, supervise and evaluate Airport Division support staff; assign duties and responsibilities, delegate assignments; prepare work schedules, training plans; participate in conducting performance evaluations; work with employees to correct deficiencies; and participate in implementing corrective actions.
    • Participate in drafting the Airport Master Plan, coordinate with various City departments as required; review, revise and finalize the plan in consultation with supervisor.
    • Prepare and present reports as necessary and present written and oral information to City departments, committees, Boards and commissions, as necessary.
    • Maintain records of operations, leases, projects, grants and proposals, the budget, and other documents and records related to the airport.
    • Prepare and post public meeting announcements and agendas; record and/or take notes to document meeting proceedings.
    • Represent the Airport Division in meetings with other City departments or outside agencies concerning matters affecting the airport. 

    Qualifications

    Education, and Experience

    Any combination of experience and education that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

     

    Education:  Bachelor’s degree from an accredited college or university with major course work in Aeronautics, Aviation Business Administration, Aviation Environmental Science, or a related field.

    OR

    Bachelor’s degree from an accredited college or university with major course work in public administration, business management or a related field, or the equivalent, plus,

     

    Experience:  Two years of management experience in an airport environment, or in a highly responsible managerial role in a public agency, with two years’ experience as a supervisor.

    OR

    Four years of increasingly responsible management experience in a public agency; with two years experience as a supervisor.

     

    Licenses/Training Certificates:

    • Possession of, or ability to obtain, an appropriate, valid California driver’s license.
