Ethics & Compliance Training Specialist conducts needs analyses and designs and implements ethics, business conduct and compliance training and development programs. Interfaces with multiple functional groups outside the ethics and compliance office to ensure curriculum content and methods meet legal, regulatory and corporate objectives. Being an Ethics & Compliance Training Specialist participates in the development and implementation of classroom, web-based and other media training programs for all employees designed to promote knowledge of the corporate code of conduct policies, legal and regulatory requirements of the organization's business. Coordinates with and ensures a uniform level of ethics and compliance training among operating units of the corporation. Additionally, Ethics & Compliance Training Specialist coordinates both internal and external resources required by the program. Provides technical expertise, evaluates content and makes recommendation on incorporating all facets of corporate training programs into the business operation. Requires a bachelor's degree in area of specialty. Typically reports to a manager or head of a unit/department. To be an Ethics & Compliance Training Specialist typically requires 4 to 7 years of related experience. Contributes to moderately complex aspects of a project.     • Responsible for supply management and property accountability control functions that include acquisition, supply issue, storage, stock accounting, inventory and disposition of accountable property valued in excess of $16 million dollars.
    • Reviews, consolidates, analyzes supply, maintenance and logistics service reports and recommends actions.
    • Perform Pre/Post Command Logistics Review Program (CLRP) visits, Staff Assistance Visits (SAVs) and Organization Inspection Program to assess, evaluate and administer supply, maintenance, and logistics program.
    • Coordinates, manages, and maintains all supporting adjustment documents to ensure that hand receipts are updated, current and accurate for all accountable property.
    • Reviews all command activities relating to the procurement, receipt, issue, storage, and inventory of property.
    • Prepare and ensure the execution of an annual inventory schedule of accounts, reporting problems and discrepancies as required.
    • Performs the full range of supervisory and Contractor Officer Representative personnel management and oversight duties.
    • Processes Financial Liability Investigations of Property Loss (FLIPLs), special investigations collection vouchers complying with processing timelines as determined by regulation.
    • Maintains Government Furnished Property (GFP) Fiduciary records in accordance with the Federal Acquisition Regulation and Defense Federal Acquisition Regulation (FAR/DFAR).
    • As the Directorate Billing Official, reviews all credit card purchases for the Directorate to assure proper authorization, priority designation, and entered, as required by regulation, on to property books.

    • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.

    • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicle.
    • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
    • Hours of work encompass fluctuating tours of duty to include evenings, nights, weekends and holidays. Overtime may be required as directed and is subject to recall for periods of emergency overtime.
    • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
    • This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.
    • This position has a requirement to lift up to 50 lbs. in the regular performance of duties.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.     GS-11: Specialized Experience: One year of specialized experience which includes experience providing administrative review for all requisitions for the purchase of equipment and supplies; preparing inventory lists and assists Hand Receipt Holders to complete inventory; conducting special studies related to equipment accountability and authorization processes and methods. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

    Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

    OR

    Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

    GS-12: Specialized Experience: One year of specialized experience which includes administering supply programs; performing comprehensive analysis or modification of policies; implementing new or revise policy; developing statistical, graphical, or narrative data for operational planning. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

    Education
