Ethics & Compliance Training Specialist conducts needs analyses and designs and implements ethics, business conduct and compliance training and development programs. Interfaces with multiple functional groups outside the ethics and compliance office to ensure curriculum content and methods meet legal, regulatory and corporate objectives. Being an Ethics & Compliance Training Specialist participates in the development and implementation of classroom, web-based and other media training programs for all employees designed to promote knowledge of the corporate code of conduct policies, legal and regulatory requirements of the organization's business. Coordinates with and ensures a uniform level of ethics and compliance training among operating units of the corporation. Additionally, Ethics & Compliance Training Specialist coordinates both internal and external resources required by the program. Provides technical expertise, evaluates content and makes recommendation on incorporating all facets of corporate training programs into the business operation. Requires a bachelor's degree in area of specialty. Typically reports to a manager or head of a unit/department. To be an Ethics & Compliance Training Specialist typically requires 4 to 7 years of related experience. Contributes to moderately complex aspects of a project.   • Duties

    This position is located within the Department of the Interior, Office of the Solicitor (SOL), Departmental Ethics Office (DEO) in the Bureau of Land Management (BLM) Branch, duty stationed in Washington, DC.

    At the full performance level (GS-11) the major duties of this position include, but are not limited to the following:

    1. Provides technical assistance and support to supervisor and ethics officials on assigned team in administering the program.

    2. Assists with reviews of outside employment and activity requests, requests for travel payments from non-Federal sources (1353 gift travel), and other ethics forms/documents.

    3. Reviews confidential financial disclosure reports. Communicates with financial disclosure filers regarding financial disclosure reports to help ensure filer's understand reporting requirements and accurately report financial data.

    4. Assists with maintaining accurate tracking data on employees required to complete financial disclosure reports and complete ethics training.

    5. Provides incidental administrative support including preparing letters and maintaining filing systems.

    6. Assists with implementing ethics policies, procedures, forms, Manual chapters, and guidance materials.

    The Office of the Solicitor has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

    Salary Information:
    GS-09: $68,405 - $88,926 per annum
    GS-11: $82,764 - $107,590 per annum
    First time hires to the Federal government normally start at the lower salary range of the grade level.

    Qualifications

    Specialized Experience: To qualify for the GS-09, you must possess at least one full year of specialized experience equivalent to at least the GS-07 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
    1. Assisting in reviewing ethics forms (i.e., financial disclosures, gifts, post-employment, or other ethics documents).
    2. Creating and maintaining spreadsheets of travel expenses received from non-federal entities, outside activity requests, contributions, agreements and/or financial disclosure report filers.
    3. Preparing ethics correspondence in accordance with administrative policies.
    (MUST MEET AT LEAST TWO OUT OF THE THREE)

    OR

    Education:
    Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., related to the position.

    Combination of Education and Experience: A qualifying combination of post baccalaureate education and specialized experience that meets 100% of the qualification requirements for this position.

    GS-11
    Specialized Experience: To qualify for the GS-11, you must possess at least one full year of specialized experience equivalent to at least the GS-09 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
    1. Assisting in the preparation of written and verbal advice to managers and employees on issues such as, outside employment, gift acceptance, fundraising, lobbying, political activities, or nepotism.
    2. Assisting in the preparation of resource materials for filers regarding financial disclosure reports.
    3. Reviewing confidential financial disclosure documents and preparing the reports for approval.
    4. Assisting in the preparation and development of ethics training related materials.
    (MUST MEET AT LEAST THREE OUT OF THE FOUR)

    Education:
    Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., related to the position.

    Combination of Education and Experience:
