Ethics & Compliance Training Manager plans and manages the organization's ethics and compliance training programs. Conducts needs analyses and designs training and development programs. Being an Ethics & Compliance Training Manager interfaces with functional groups outside the ethics and compliance office to ensure curriculum content and methods meet legal, regulatory, and corporate objectives. Keeps abreast of pending regulatory developments, such as Sarbanes Oxley, through reference sources and interacts with appropriate members of management to obtain insight and ensure training programs meet legislative agendas, at both the Federal and State levels. Additionally, Ethics & Compliance Training Manager oversees the purchase of all training modules and interfaces with outside vendors and contractors. Summary:
The Ethics and Compliance Operations Manager is responsible for, under the direction of the Chief Ethics and Compliance Officer, managing all areas of the department’s operations. In partnership with the Chief Ethics and Compliance officer, manages Federal/State government investigations, audits, or inquiries regarding privacy or security. Provide oversight/direction to ensure timely resolution of reported compliance issues and inquiries. Ensure effective operations of the Ethics and Compliance Department for coordinating health information and records services across the ANTHC multi-facility health care system.
Oversees Ethics and Compliance resources and personnel. Effectively networks, monitors and responds to Ethics and Compliance needs related to ANTHC business support services, and serves as the Ethics and Compliance liaison with a diverse number of departments providing services such as ANMC administration, financial management, contracts and procurement, legal services, risk management, human resources, facilities management and senior leadership. Facilitates effective communication, problem resolution and increased efficiencies on behalf of the division and represents division needs in these areas.
Serves on ANMC and ANTHC committees, supporting and collaborating with other division leaders to continually improve and adapt Ethics and Compliance structure and resources to meet program needs. Represents the Ethics and Compliance department in work associated with corporate leadership initiatives, development planning and implementation, and in outcome measurement, review, performance and reporting.
Ensures effective management of Ethics and Compliance finances and budgets and ensures adherence to fiscal policies and procedures. Develops, manages and monitors project budgets and contracts.
Facilitates and manages collaborative relationships with Alaska Tribal Health System partners and other organizations on project development and implementation.
Completes internal and external written and oral reports professionally and in a timely manner.
Provides leadership, direction, and guidance to assigned professional and support staff. Develops goals and priorities in conjunction with employees, and assigns tasks and projects. Develops staff skills and training plans. Counsels, trains, and coaches subordinate staff. Implements corrective actions and conducts performance evaluations.
Manages special projects as required.

This position is also responsible for overseeing all on-going activities related to the development, implementation, maintenance, and adherence to ANTHC’s policies, procedures, and practices including practices covering privacy and confidentiality of protected health information and other protected information in compliance with Federal and State laws and accreditation standards.

KNOWLEDGE and SKILLS
MINIMUM EDUCATION QUALIFICATION
Master’s Degree in health public administration, business or related field.
MINIMUM EXPERIENCE QUALIFICATION
Non-supervisory - Eight (8) years of progressively responsible program management experience in the fields of health, community health or social services.
AND
Supervisory – One (1) to three (3) years in staff supervision and program management.
PREFERRED CERTIFICATION QUALIFICATION
Certified in Healthcare Compliance or Certified in Healthcare Privacy (CHC or CHPC).
