Estimating Manager manages the estimating function and develops standards, procedures, tools, and methodologies to produce cost estimates for technical projects based on work scope, specifications, and proposal or contract requirements. Establishes processes to perform analysis of project requirements, plans, and specifications to identify labor, material, equipment, and service requirements. Being an Estimating Manager incorporates benchmark data, trends, and historical pricing to generate detailed cost estimates that consist of itemized lists of expenses, labor hours, material quantities, and potential cost variations. Implements a workflow and system for scheduling and processing estimate requests and communicating with stakeholders. Additionally, Estimating Manager depending on the complexity and type of project, may use different estimating methods, mathematical models, or specialized estimating software tools to generate estimates. Typically requires a bachelor's degree. Typically reports to a director. The Estimating Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be an Estimating Manager typically requires 5 years experience in the related area as an individual contributor. 1-3 years supervisory experience may be required.     Join our employee-owned and award-winning company as our Senior Estimator / Preconstruction Manager where you will lead the preconstruction process from initial project conception to the commencement of construction activities!  This position coordinates and manages preconstruction activities, including collaborating with project stakeholders, estimating costs, developing budgets, analyzing project feasibility, and providing valuable input to support project decision-making.


    RESPONSIBILITIES

    This list of duties and responsibilities is not all inclusive and may be expanded to include other duties and responsibilities as management may deem necessary from time to time.


    • Leads the preconstruction process with an emphasis on holding all parties accountable and maintaining the preconstruction schedule. This includes managing the process from conceptual level through contract execution, serving as the main lead for the project team.  This includes collaborating with Estimating, Finance, Business Development, and Project Management.
    • Analyzes project specifications, drawings, and other documents to accurately determine material, labor, and other project costs. Additionally, attends pre-bid meetings to determine scope of work and required contents of estimate.
    • Prepares detailed cost estimates and budgets, considering factors such as market trends, labor rates, and material prices.  
    • Coordinates and leads preconstruction meetings to align stakeholders and ensure clear communication of project goals.
    • Participates in interviews and sales discussions with owners and architects. Represents the company in a professional manner in interviews.
    • Manages the design-build MEP trades through preconstruction process.
    • Procures subcontractor quotes and ensures adequate coverage pre bid. Qualifies vendors and subcontractors post bid day to determine cost effectiveness.
    • Implements value-engineering techniques to maximize project value while minimizing costs. Collaborates with design and engineering teams to identify opportunities for cost savings and efficiency improvements. 
    • Leads and mentors preconstruction teams, including estimators, planners, and other professionals. Fosters a collaborate and supportive work environment to promote teamwork and innovation.  Coordinates with project managers and construction teams to ensure smooth transition from preconstruction to construction phases.
    • Reviews all final estimate packages to ensure accuracy and completeness prior to formal quotation. Presents project estimates and budgets to clients and other stakeholders.
    • Provides estimates for self-performed work.
    • Maintains job cost accounting records on projects with close similarities.
    • May determine critical path schedule and sequence of work.
    • Follows-up on project leads and works to procure new business. Builds and maintains customer contact for long-term relationships.
    • Oversees the completion and submittal of Prequalification Statements.
    • Performs all other duties as assigned.


    MINIMUM QUALIFICATIONS

    Education

    • Degree in Construction Management, Construction Engineering, Architecture, or equivalent relevant construction experience required.
    • OSHA 10 certification strongly preferred, with attainment in first 12 months of employment required.


    Experience/Knowledge

    • 10 years of construction experience with 5 years of estimating experience in a general contractor environment. Proven experience in preconstruction management or related roles within the construction industry. 
    • Certified Professional Estimator (CPE), Project Management Professional (PMP), or similar credentials are advantageous.
    • Strong conceptual estimating skills. Ability to rough out a schedule.
    • Familiarity with field practices, scheduling, codes, OSHA safety guidelines.
    • Proficiency in estimating software. Procore and Microsoft Office (Outlook Word, and Excel) required with On Screen Takeoff (OST) experience a plus.
