Estimating Manager manages the estimating function and develops standards, procedures, tools, and methodologies to produce cost estimates for technical projects based on work scope, specifications, and proposal or contract requirements. Establishes processes to perform analysis of project requirements, plans, and specifications to identify labor, material, equipment, and service requirements. Being an Estimating Manager incorporates benchmark data, trends, and historical pricing to generate detailed cost estimates that consist of itemized lists of expenses, labor hours, material quantities, and potential cost variations. Implements a workflow and system for scheduling and processing estimate requests and communicating with stakeholders. Additionally, Estimating Manager depending on the complexity and type of project, may use different estimating methods, mathematical models, or specialized estimating software tools to generate estimates. Typically requires a bachelor's degree. Typically reports to a director. The Estimating Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be an Estimating Manager typically requires 5 years experience in the related area as an individual contributor. 1-3 years supervisory experience may be required.   •  OMS Field Services is looking for an Estimating Arborist to work in our clients Vegetation Management program. This position will need to act as the Vegetation Management contact for new business and re-construction work requested by the Energy Delivery organization. Business conduct must occur in accordance with OMS policies and procedures and be aligned with the goals of OMS.

    Essential Functions:
    • Patrolling, identifying, and prescribing required tree pruning and tree/brush removal Work needed to build or re-construct electrical facilities in compliance with all regulatory requirements and/or Client Vegetation Management standards and procedures.

    • Patrolling, identifying, and prescribing required tree pruning and tree/brush removal Work needed to facilitate completion of electric compliance tags such as 540 tags to meet all regulatory requirements and/or to Client Vegetation Management standards and procedures.
    •  Maintaining positive customer relations while communicating tree work requirements to client customers and to public agencies, such as California Department of Transportation (Caltrans), California Department of Forestry (CDF), United States Forest Service (USFS) and Bureau of Land Management (BLM).
    • The EA shall maintain direct contact and a positive working relationship with local estimating personnel as directed by the Client VM Representative.
    • As needed, coordinating tree work within timelines of construction schedules.
    •  As requested by the Client VM Representative, the EA shall perform all necessary duties for emergency response in accordance with all safety requirements, laws and regulations, and applicable labor agreements.
    • In addition, as time allows the Estimating Arborist will perform other work as directed by the Client VM Representative. Work to be performed may include but is not limited to: Assist with fire investigations, Assist with the VM refusal process at the direction of the Client VM Representative, Assist with management of projects – routine and non-routine, Assist in management of the contract review process.
    • Other duties as assigned by OMS or the client.

    Qualifications:
    • A minimum of one (1) year of utility Vegetation Management experience and must be familiar with the Client Vegetation Management Program.
    • Required to become a Certified Arborist(ISA) within one year and is preferably currently a Certified Arborist, Utility Specialist or Registered Professional Forester.
    • Exhibit the ability to work independently and be, proper arboricultural techniques and practices, subject pole hardware, proper integrated vegetation management practices, and all applicable legal and regulatory requirements.
    • Proficient with Microsoft Outlook, Excel, and Word. Must also request bids from tree contractors, when necessary, for a given project.
    • Required to maintain a Class C driver’s license, including participating in Employer Pull Notice Program (EPN), with DMV.
    • Conduct a background check, drug screening, and health exam.
    • Approval by Client Representative.

Physical Demands:  The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. While performing the duties of this job, the employee is regularly required to use hands to finger, handle, or feel objects, tools, or controls. The employee frequently is required to stoop, bend, kneel, crouch, talk, hear, stand, walk for extended periods of time, walk long distances, sit during extended periods of time, and reach with hands and arms. The employee must occasionally lift, push, pull, and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.  Ability to perform tasks during a typical 8 hour workday.
