  • Duties

    • Participates on selection panels to recommend hiring actions.
    • Is designated Hand Receipt Holder for property accountability.
    • Ensures economical use of supplies, safeguarding of tools and equipment, and correct operation/maintenance of same. Initiates Internal Purchase Requests (IPR’s) for supplies, materials, and tools.
    • Insures that needed plans, blueprints, material, and tools are available, and that needed stock is obtained from supply locations.
    • Responsible for scheduled maintenance and repairs on all dry docks at fleet, reading and interpreting of vessel hull drawings, modifying docking plans to conform to the specific requirements of the dry docks used.
    • Conducts project safety and quality inspections and completes daily written reports of inspections including photos to reflect pre-work conditions, work in progress, and completed project conditions.
    • Operates manual, pump, and pull-behind sprayers/applicators for applying herbicides and pesticides.
    • Maintains records of all docking and mooring facilities including maintenance and daily inspection records, and a database to track details and docking history of docked vessels.

    There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision.

    Minimum Qualifications (Screen Out Element): Ability to lead as a(n) Engineering Equipment Operator Leader. I have the ability to lead other workers in the performance of a variety of duties. I can operate heavy engineering and construction equipment over difficult terrain. I have the ability to directs the coordination and direction of personnel in the execution of marine dry docking operations. I work under normal supervision with work tasks regularly monitored to ensure they are properly performed.- Failure to meet this Screen Out Element will result in an ineligible rating.

    PHYSICAL EFFORT: Heavy physical effort is used constantly in reaching, bending, turning and moving hands, arms, feet and legs to handle controls. Regularly lifts objects weighing more than 40 pounds. Considerable strain, jerking, and jolting is caused by the constant vibration of equipment. Frequently works in awkward or strained positions.

    WORKING CONDITIONS: Work is performed outside in all types of weather, in open cabs, on all types of terrain. Incumbent is subject to noise, vibration, dust, dirt, and fumes from motor and exhaust. Drives equipment in all types of weather and is exposed to injury due to possible overturning of equipment. Subject to the possibility of serious accidents and to cuts, bruises, and broken bones. Exposed to noise levels above 85dBA and requires use of hearing protective devices.

    • Position requires participation in DoD medical surveillance program.
    • Position requires the ability to walk on and traverse uneven ground.
    • Position requires the issuance and use of a government cell phone.
    • Must obtain and/or maintain within 12 months of being hired:
      • Forklift Operator's License
      • Scissor Lift Operator's License
      • Aerial Boom Lift Operator's License
    • Must obtain and/or maintain certification as a Forklift Operator Trainer for training forklift operators within two years of being hired.
    • Due to responsibility as a crane operator must possess a crane certification from an accredited crane certification agency with "Large" designation in the practical exam and "Lattice Boom Crawler" designation for the written exam or possess qualification by a USACE qualifying official on Crawler type crane with 100-ton rating capacity. Crane Operator Qualification and/or Certification requirements taken from EM 385-1-1.
    • Must obtain and maintain current State of Tennessee Commercial Pesticide Application Certification C03 Ornamental and Turf within one year of employment.
    • Must obtain and/or maintain Transportation Worker Identification Credential (TWIC) within 6 months of being hired.
    • Must obtain and/or maintain a Tankerman's License within 24 months of being hired.
    • Various protective devices such as safety shoes and glasses, gloves, and hard hats must be used.
    • Position requires frequent overtime, after hours, and weekend on-call status to support critical project and facility requirements.
    • Failure to obtain or maintain required licenses, certifications, and credentials for this position within the allotted time-frame will result in a reassignment, change to lower grade or removal from Federal Service.
