True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be an Environmental Manager typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required.     Employee will be assigned to the Office of Oil and Gas and will serve as an Assistant Chief to the Office. Under administrative direction, employee will perform complex managerial work in the day-to-day management and administration of the state and federally funded abandoned well plugging programs (ABWP) and advise senior staff on program recommendations regarding policies, rules, regulations, and procedures within this program.
    Employee will be responsible for organizing and administering all elements of the ABWP. Will be responsible for the management and supervision of professional, technical, field, and administrative personnel within ABWP. Employee will actively monitor available funds to ensure account requirements are met. Will seek and obtain additional funding opportunities relevant to the operations of the ABWP. Will administer federal grants and prepare contract budgets from multiple funding sources having diverse contract and spending requirements. Will oversee and assist staff with preparation of technical specifications and requisitions for work to be bid to private contractors under rules and regulations governing the State of West Virginia Purchasing Division.
    Will coordinate with and obtain required permits from all applicable state and federal agencies (e.g., EPA, DNR, DOH, and USACE) as necessary to lawfully complete plugging and reclamation projects and minimize environmental impacts to off-site property and resources. Employee will provide staff for technical oversight and quality assurance during construction, well plugging, and/or reclamation work according to the contract specifications, terms and conditions of issued permits, and applicable state requirements. Will verify all payments for work and resolve issues and disputes with contractors and work with private landowners to minimize the impact of well plugging and reclamation activities on their property and ensure reclamation is consistent with regulatory requirements and plugging permit terms and conditions. Will provide personnel to support the inspection and enforcement field staff in all matters related to abandoned wells including well identification, inspection, and complaint response.
    Employee will maintain an accurate database of candidate abandoned oil and natural gas wells prioritized for plugging and select well candidates for project development based on program selection criteria.
    Employee may represent the Office in an official capacity by attending or chairing meetings, delivering speeches or otherwise disseminating information to a variety of stakeholders or interested parties consistent with the mission of the ABWP.

    Minimum Qualifications

    Training: Master's degree from an accredited college or university.

    OR

    Substitution: Additional experience as described below may substitute for the required training at a rate of one (1) year of experience for every fifteen (15) semester hours of graduate training and/or every thirty (30) semester hours of the undergraduate training.

    AND

    Experience: Five (5) years of full-time or equivalent part-time paid experience related to the specialty area, two (2) years of which must have been in a supervisory, administrative or professional capacity.

    Market Rate: $80,916

    Special Hiring Rates:
