Env., Health, and Safety Engineering Supervisor supervises engineers who develop, implement and maintain company policies adhering to local, state and federal environmental, health and safety regulations. Involved in the design and development of facilities, work areas and work procedures and makes environmental, health and safety recommendations accordingly. Being an Env., Health, and Safety Engineering Supervisor is responsible for overseeing the preparation, maintenance, and updating of environmental policy and procedure manuals. Ensures compliance with all environmental, health and safety regulations, and keeps abreast of any changes to laws and regulations that impact the organization. Additionally, Env., Health, and Safety Engineering Supervisor requires a bachelor's degree. Typically reports to a manager. The Env., Health, and Safety Engineering Supervisor supervises a group of primarily para-professional level staffs. May also be a level above a supervisor within high volume administrative/ production environments. Makes day-to-day decisions within or for a group/small department.     Duties and Responsibilities
     

    1. *Serves as the EHSO Chemical Hygiene Officer at UH Manoa (UHM) and develops, implements, & maintains a comprehensive laboratory safety program in accordance with Federal & State regulations, University policies (including the UHM Chemical Hygiene Plan), & best practices for conducting safe research involving chemical and physical hazards. 
    2. *Conducts periodic inspections of assigned UHM laboratories in accordance with Federal and State regulations, University policies, and best practices related to chemicals, physical hazards, and hazardous waste generation using an online inspection platform.
    3. *Ensures laboratory decommissioning procedures are followed as required by policy.
    4. *Utilizes and maintains the cloud-based third-party UHM laboratory safety inspection software platform and regularly evaluates functionality and improvements. 
    5. *Prepares written reports of inspections, near misses/incidents, and other related program activities, submitting findings and recommendations electronically (using designated platforms), as needed, based on applicable standards, codes, regulations, policies, and best practices. 
    6. *Provides guidance, training, and supervision to other EHSO program personnel conducting laboratory inspections.
    7. *Develops, updates, maintains, and communicates lab safety program updates and important information to UHM faculty, staff, students and EHSO personnel via various methods. 
    8. *Serves in an ex-officio capacity and is the primary liaison for the UHM Chemical and Physical Hazards Committee (CPHC). Coordinates CPHC meetings and member activities and communicates in person and in writing updates on committee work.
    9. *Maintains relevant laboratory-related inspection and near miss/incident statistics and conducts analyses of data to identify potential problem areas and provide relevant recommendations for areas needing improvement. 
    10. *Assesses the laboratory safety training course on an ongoing basis and provides content and delivery recommendations to the EHSO Education Coordinator for implementation. 
    11. *Maintains records of work activities and relevant program information. 
    12. *Provides guidance to departments on the selection and use of laboratory personal protective equipment. 
    13. *Provides assistance and serves as a liaison during inspections by outside agencies such as Hawaii Occupational Health and Safety (HIOSH) and Hawaii Department of Health (DOH). 
    14. *Responds to chemical spills and laboratory near misses/incidents on a 24-hour on-call basis. 
    15. Develops positive working relationships with laboratory principal investigators and personnel, EHSO program personnel, safety committees, Department Safety Coordinators, Department Chairs, and other UHM stakeholders in order to build and sustain a culture of safety in laboratories. 
    16. Provides accurate evaluation of hazards, makes decisions, and independently provides creative and out-of-the-box solutions for assigned stakeholders. 
    17. Implements preventive and proactive measures to minimize future issues and challenges in assigned areas
    18. Predicts and forecasts future challenges by staying up to date with developments and changes in areas of laboratory research.  
    19. Assists the OHS Program Manager in the University's OHS program, including conducting surveys or inspections in non-laboratory areas for potentially hazardous conditions/materials and assisting with incident emergency responses.

    Minimum Qualifications
    1. Possession of a baccalaureate degree in basic sciences or related field and 3 years of progressively responsible professional experience with responsibilities for laboratory safety, occupational and/or environmental safety and health, industrial hygiene, emergency management, or laboratory-based research with safety-related responsibilities; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
    2. Considerable working knowledge of, principles, practices, and techniques in the field of laboratory safety/occupational safety and health as demonstrated by the broad knowledge of the full range of pertinent standards and evolving concepts, principles, and methodologies.
    3. Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with laboratory safety/occupational safety and health.
    4. Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner.
    5. Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.
    6. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
    7. Demonstrated ability to operate a personal computer and apply word processing software.
    8. For supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.
    9. Working knowledge of laboratory safety requirements, concepts, and best practices.
    10. Working knowledge of methods, requirements, and procedures for conducting safety or process evaluations and inspections in research laboratories. 
    11. Working knowledge of chemical hazards, physical hazards, and hazardous waste commonly found in research laboratories.
    12. Ability to work after normal working hours, including nights, weekends and /or holidays when needed.
     Desirable Qualifications 
    1. An advanced degree, preferably in; industrial hygiene, occupational health and safety, environmental science, public health, physical science, chemistry, biology, microbiology, physics, oceanography, earth science, engineering, communication, public administration, emergency management, business management, or related fields.  
    2. Demonstrated ability through previous work experience, effectively implementing a comprehensive laboratory safety program in a research environment, preferably in a higher education institution.
    3. Experience developing and conducting scientific experiments and evaluating & managing related chemical and physical hazards in a research laboratory setting. 
    4. Professional certification in laboratory safety (e.g., Certified Chemical Hygiene Officer, etc.), industrial hygiene, general safety, or other similar area.
    5. Experience working in an environmental and/or occupational health and safety program, preferably in a higher education institution. 
    6. Experience conducting research in a laboratory/field setting or working as a research laboratory manager or similar position, preferably in a higher education institution. 
    7. Experience using Google Drive (e.g. Google Docs, Google Forms, Google Sheets).
    8. Experience using cloud-based inspection management and/or inventory management software.
    9. Experience managing meetings, making presentations to organizations, leaders, and conducting outreach.
    10. Demonstrated experience building and sustaining positive working relationships with those supervising and conducting experiments in a research environment.
