Equally, EOEEA works with energy consumers, power companies, clean energy providers and farmers to delicately balance the interaction with environmental protection laws and regulations while being a cornerstone for our economic prosperity.


    Secretariat Overview:

    The Executive Office of Energy and Environmental Affairs Secretariat (EOEEA) provides oversight of the Commonwealth’s energy and environmental agencies, namely, the Division of Energy Resources (DOER), Department of Public Utilities (DPU), Department of Environmental Protection (DEP), Department of Conservation and Recreation (DCR), Department of Fish and Game (DFG), and Department of Agricultural Resources (DAR). EOEEA also has divisions within the Secretariat, including the Office of Law Enforcement (OLE or Massachusetts Environmental Police), Massachusetts Environmental Policy Act (MEPA) office, Coastal Zone Management (CZM) office, and Division of Conservation Services (DCS). All agencies and divisions promote the environmental or energy related goals and initiatives of the Administration and the Secretary of EOEEA.

    The Executive Office of Energy and Environmental Affairs is accepting resumes and applications for the position of Manager of Decarbonization Analysis.

    Reporting to the Director of Climate Analysis, the Manager will help conduct, develop, and synthesize analyses that support policy deliberations at EEA. The Manager will assist in analyzing policies that contribute to the Commonwealth’s obligation to cut greenhouse gas emissions in half by 2030 compared to 1990, reach net zero in 2050 and deploy clean, affordable, equitable and resilient decarbonization solutions.

    Working closely with EEA’s policy leads for buildings, transportation, power, and natural and working lands, this Manager will be a go-to resource for the modeling underpinning the Clean Energy and Climate Plan (CECP) and play a central role in developing metrics that track progress on CECP implementation. The Manager will also partner regularly with staff across agencies and other Secretariats to ensure analytical consistency in advancing the Commonwealth’s decarbonization objectives.

    This Manager will be expected to:


    1) Develop fluency with the analytics behind the CECPs. Meet regularly with policy and program staff across EEA agencies and other Secretariats to ensure awareness of and methodological consistency with decarbonization analytics.

    2) Identify, source, organize, and synthesize data that help evaluate progress and assess outcomes in achieving the state’s emission-reduction requirements.

    3) Help develop tools, charts, graphics, presentations and written reports for internal engagement and external publication. Maintain the Clean Energy and Climate Metrics webpage.

    4) Assist in filling data requests from internal and external stakeholders, as well as the general public.

    The successful candidate must be comfortable with energy modeling, independent analysis, project management, translating analytics for various audiences, and regular engagement with internal and external stakeholders. Applicants are strongly encouraged to have a background in data analysis and management, including proficiency in Excel, Python, R or Tableau, or have a demonstrated ability to learn the software necessary for the job.

    MINIMUM ENTRANCE REQUIREMENTS:

    Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management or (B) any equivalent combination of the required experience and substitutions below.

    Substitutions:

    I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience.

    II. A Bachelor's degree in a related field may be substituted for two (2) years of the required experience.

    III. A Graduate degree in a related field may be substituted for three (3) years of the required experience.

    IV. A Doctorate degree in a related field may be substituted for four (4) years of the required experience.
