Enterprise Infrastructure Manager manages and coordinates the information systems that will adequately support the organization's enterprise infrastructure. Monitors and manages all IT infrastructure projects to meet company and client needs. Being an Enterprise Infrastructure Manager determines current and future enterprise infrastructure needs, ensuring the scalability of infrastructure design to handle expected growth. Implements policies and procedures to maintain, enhance, and secure an organization's technology infrastructure. Additionally, Enterprise Infrastructure Manager is responsible for monitoring the systems to ensure the highest level of infrastructure performance. May assist in network interface planning, hardware resource availability, and the development of new applications. Requires a bachelor's degree. Typically reports to a director. The Enterprise Infrastructure Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions.     This position is responsible for the management of the 340B Drug Pricing Program for all qualified entities throughout the WVU Medicine Health System. This position serves as the institutional compliance expert and authority on 340B program details and oversees all 340B Program Services. This position functions as the primary 340B program contact, HRSA Primary Contact and liaison for all 340B subject matters. Manages regulatory compliance and all 340B related policies and procedures and is responsible for HRSA database accuracy. Leads the various System 340B oversight committees. Develops relationships and works with leadership, staff and external vendors as related to the 340B program. Responsible for Third Party Administrator oversite and negotiations. Engages with leadership and participates in decision-making processes related to the 340B program. Prepares/Manages Budget and Human Resource matters.

    MINIMUM QUALIFICATIONS :

    EDUCATION, CERTIFICATION, AND/OR LICENSURE:

    1. Bachelor of Science in Pharmacy, Business Administration, Information Technology, Hospital Administration or other healthcare related field.

    2. Apexus Advanced Operations Certificate within twenty-four (24) months of hire.

    EXPERIENCE:

    1. Five (5) years of experience in a professional capacity in healthcare or pharmacy.

    2. Two (2) years of 340B Drug Pricing Program experience.

    PREFERRED QUALIFICATIONS :

    EDUCATION, CERTIFICATION, AND/OR LICENSURE:

    1. Master’s Degree in Business Administration, Information Technology, Hospital Administration or health care related field.

    2. Apexus Advanced Operations Certificate preferred upon hire.

    EXPERIENCE:

    1. Five (5) years of experience as a department or pharmacy leader.

    2. Experience in data analysis, audit process and reporting.

    3. Experience in Hospital or retail pharmacy.

    CORE DUTIES AND RESPONSIBILITIES: The statements described here are intended to describe the general nature of work being performed by people assigned to this position.     1. Manages all points of service where 340(b) Drug Pricing Program Program participation occurs to ensure policies and procedures are followed accordingly and is responsible to be the institutional program expert with regard to plan qualifications, policies, and procedures.

    2. Ensures that policies and procedures are developed, implemented, and maintained according to organizational, regional, national, state, and federal requirements and guidelines and are approved by the institution’s legal department.

    3. Serves as the institutional compliance expert or authority on 340B regarding program details, policies and procedures and regulatory compliance.

    4. Develops and routinely monitors monthly and annual reports which clearly documents utilization, savings, problem areas and exceptions or discrepancies, to be passed to pharmacy leadership and administration and works to ensure maximum program participation.

    5. Develops and maintains internal relationships (accounting, legal, national) and external relationships (wholesalers, manufacturers, contract pharmacies, split-billing software vendors, employee benefit pharmacy benefits managers (PBMs), and third-party administrator (TPA) vendors) as needed

    6. Routinely monitors industry publications and websites as well as the professional media, literature, and peers to ensure that the institution has the latest information regarding interpretations, rulings, suggestions, and advanced ideas for improving participation.

    7. Maintains knowledge of the policy changes that affect the 340B Program, including, but not limited to, HRSA/OPA rules and Medicaid changes.

    8. Collaborates with project stakeholders to analyze, communicate and validate project requirements for various projects and program installations within the WVU Medicine Health System.

    9. Develops and implements consistent 340B program processes for new initiatives which would include 340B program administration rules, centralization efforts, internal control policies, compliance and inventory management.

    10. Develops and implements solutions and gain efficiencies in gathering data and reporting data consistently across all entities.

    11. Responsible for overseeing project management of all 340B installations, conversions, specialized pharmacy business projects, contract negotiations and financial reporting of 340B program for all supported entities.

    12. Leads projects for 340B Program Services by coordinating the efforts of the entire team to deliver the solution and seek resolution in various specialty projects as project leader.

    13. Attends all 340B related meetings when required, conducts annual hospital site visits, and contract pharmacy site visits. Will be involved in the high importance 340B conversations between system directors and leadership, third party vendors and contract pharmacies involved in Health System.

    14. Responsible for representing Hospital’s Health 340B program when working with drug manufacturers and government oversight organizations to resolve 340B program discrepancies.

    15. Responsible for ensuring that the HRSA 340B Database is accurate for all system covered entities and ensuring that the annual HRSA recertification is completed.

    16. Provides oversight for the implementation of process improvement initiatives and creates an environment that places an emphasis on continuous monitoring and improvement.

    17. Coordinates external compliance assessments with outside firms, where appropriate to validate internal processes.

    18. Evaluates all current and future contract pharmacy opportunities, including contract language, fee structure, data setup, and internal and independent external auditing.

    19. Coordinates all 340B related meetings with Senior Leadership, IT, Finance, Legal, Pharmacy Directors and 340B Stakeholders.

    20. Responsible for department management including budget and human relations issues.
