GENERAL SUMMARY: Under general supervision from the Sanitary Engineer or designee: Coordinates, plans, organizes, delegates, schedules and supervises employees’ activities in the maintenance/operation of waterlines, sanitary sewers, pumping stations and appurtenances. Responsible for maintenance/operation of rolling stock, equipment and facilities. Review work of maintenance division employees, monitor performance, coaching and disciplinary actions. Trains and monitors personnel in safe equipment operation, enforcement of policies, and monitoring process control measures. Interacts with personnel from other divisions/departments, private contractors and suppliers. Assist in preparation of O&M budget process, capital planning and annual execution of projects. Responsible for oversight and administration of labor-management agreements, contracts, implementation of directives and resolution of personnel issues. Ensure Crew Leaders and staff properly document activities of the maintenance division.
ESSENTIAL DUTIES:
Plans, schedules and ensures that preventative maintenance and corrective maintenance programs are carried out. Responsible to field check work assignments, evaluate and resolve potential problems.
Maintain a daily record of maintenance activities. Document and maintain records of division expenses; prepare budgets for capital improvements, equipment and parts replacement/repair and facilities; assist in preparation of department budget.
Responsible to ensure that county specifications are met and purchasing procedures are followed.
Interviews and evaluates personnel, makes recommendations for staffing needs, adjust grievances, handle personnel matters within maintenance division.
Oversees time and attendance records and handles leave requests.
Develops and implements goals, procedures, policies and work rules.
Plans and oversees the training of maintenance personnel (job performance, equipment operation, job safety,..)
Resolve technical problems, complaints and requests for information related to the work of the division (including coordination of work with other agencies).
Additional duties as assigned.
KNOWLEDGE, SKILLS & ABILITIES
Basic knowledge of all phases of the water and wastewater industry, including but not limited to wastewater collection, water distribution, engineering and construction standards, drafting, plan/map reading, budgeting, personnel management, collective bargaining and safety regulations.
Ability and skill in supervision, coordinating crews and work activities.
Use of personal computers, spreadsheet and word processing software, project management and control software and telemetry systems.
Strong interpersonal, leadership, organizational and development skills.
Excellent written and verbal communication skills.
MINIMUM REQUIREMENTS:
High school graduate or G.E.D.
Ohio Class II Wastewater Collection and Water Distribution certifications or ability to obtain within 1 year or will no longer will be considered qualified to hold this position.
Five years of experience in operation and maintenance of water and sewer systems. Two years supervisory experience and acting as “competent person” on excavation and confined space entry projects.
Valid Ohio Driver’s license or driving privileges in the State of Ohio
Valid Commercial Driver’s License (CDL) – Class B with tanker endorsement or ability to obtain within six months.
UNUSUAL WORKING CONDITIONS:
May be required to work outside in inclement weather.
