Energy Manager monitors the organization's energy usage. Develops and implements practices and procedures designed to reduce energy consumption and/or improve efficiency of usage. Being an Energy Manager prepares annual budgets associated with conservation programs. May research alternative/renewable energy technologies and determine their feasibility and cost-effectiveness. Additionally, Energy Manager requires a bachelor's degree. Typically reports to a head of a unit/department. The Energy Manager work is generally independent and collaborative in nature.     Job Summary:
    To serve as a resource facilitating a team of engineers/architects from various disciplines and technical staff on large and complex design and construction projects. The employee shall serve as an Energy and Utilities Manager at Scott Air Force Base (AFB), in support of the Installation Energy Manager (GS-12) and the Base Civil Engineering Squadron (375 CES), utilizing knowledge of mechanical and/or electrical engineering and utility systems, energy consumption, and energy conservation principles and practices. The employee will assist in Energy Management best practices and Asset Management principles to affect a reduction in energy usage in installation facilities through energy audits and the development of energy-reducing solutions. The employee will perform energy management services at Scott Air Force Base (AFB) located in St. Clair County, Illinois for a period of one year.
    Responsibilities:
    Project Development and Execution
    • Project identification, development, management and execution
    • Support the development of Energy Resiliency and Conservation Investment Program (ERCIP) projects
    • Support the development of third party financed projects like the Energy Savings Performance Contracts (ESCP) and Utility Energy Service Contracts (UESC)
    • Assist in developing and supporting locally funded energy projects
    • Support the procurements of Energy Star products and equipment
    • Perform technical design review to assure that energy, Leadership in Energy and Environmental Design (LEED), Energy Policy Act of 1992 (EPAct), Life-Cycle Cost Analysis (LCCAs) and energy efficiencies perspectives are being met as needed
    • Be a resource for all staff including Base leadership, Base Engineering and Building Managers on energy issues, including recommending operational and maintenance equipment repair and replacements
    • Observe and support contracted retro commissioning (RCx) and audit activities as needed
    • Assist with execution of energy program and projects as needed
    • Calculating and support measurement and verification (M&V) reporting of completed energy projects and initiatives
    • Support the development of projects to address energy / utility resiliency, assurance, reliability, and or security in accordance with Air Force objectives
    • Develop new or modify existing contract agreements to support utility and energy service requirements to support mission with support from Base Civil Engineer (BCE) installation contracting, legal office, higher headquarters and Air Staff
    Energy Auditing
    • Work with 375 CES to evaluate base operations and maintenance for energy efficiency and identification of possible improvements
    • Conduct periodic Installation Energy audits, meeting requirements of Energy Independence and Security Act of 2007 (EISA 432) as needed
    Data and Reporting
    • Comply with all applicable Occupational Safety and Health Administration (OSHA), Environmental Protection Agency (EPA), federal, state, and local codes and requirements as well as higher headquarters standards, directives and instructions
    • Manage all activities and functions related to leading, managing and directing the people and resources dedicated to performing utility and energy management activities
    • Support Air Force Energy Reporting System TRIRIGA NEX GEN and / or other current energy / water reporting module data entry, analyzing and approving Installation’s inputs
    • Analyzing meter data, develop usage profiles and guidance
    • Evaluate utility rate structure for reasonableness and appropriateness
    • Investigate and recommend Peak Demand initiatives to reduced demand charges
    • Support data collection and reporting
    • Support the inventories of civil engineering owned, operated or maintained facility related control systems
    • Perform utility contract reviews and assessments and report any discrepancies or proposed rate increases to BCE and higher headquarters.
    Plans and Meetings
    • Support the development and maintenance of Installation Energy Management Plans
    • Support Energy Management Steering Groups (EMSG)
    • Support Installation Development Plan (IDP) activities
    • Support Energy Master Planning activities such as Installation Energy Plan development
    Energy Program Awareness
    • Development, implementation and presenting Energy awareness information
    • Prepare and Promote Installation’s Energy Awareness Program
    • Support Public Affairs and Newsletters with energy perspective articles and information
    • Submission of Awards Program nomination packages
    • Establish, implement, and update an energy conservation program to ensure higher headquarters and base energy / utility reduction goals are identified and progress toward meeting objectives are met
    Qualifications:
    • Bachelor's Degree (BA) from four-year college or university, or a combination of education and related experience.
    • Prefer Certified Energy Manager or Energy Manager in Training (EMIT) certification, or ability to obtain in 3 months.
    • Project Management Professional (PMP) certification or ability to obtain in 6 months a plus.
