Employee Services Manager manages the selection, design, and implementation of employee engagement programs geared to attract and retain employees and promote a healthy and productive work environment. Administers programs focused on work-life, child care, fitness, discounts, remote working, education, training, and others to provide options that engage employees. Being an Employee Services Manager analyzes and assesses program utilization, employee feedback, competitiveness, and workforce productivity to ensure that a cost-effective mix of programs is offered. Reviews and researches complex questions and identifies opportunities to improve employee engagement and work experience. Additionally, Employee Services Manager implements policies and procedures to guide department workflow to control program costs, promoting efficiency and optimizing administrative hours delegated to programs. Requires a bachelor's degree. Typically reports to a director. The Employee Services Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be an Employee Services Manager typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required.     PURPOSE

    This position manages, develops, and implements a variety of human resource functions, with primary focus on employee and labor relations. This position has functional oversight of labor and employee relations issues, performance management, internal investigations, interprets Association policies and labor contracts, and other ER/LR projects.


    ESSENTIAL FUNCTIONS OF THE POSITION

    1. Administers, manages, and interprets collective bargaining agreements, letters of agreement, and other labor management documents. Conducts incident investigations, evaluates evidence and facts, and provides support for responses to EEOC complaints, grievances, and arbitrations. Work with legal counsel as appropriate.
    2. Strategizes and prepares for labor negotiations as a part of the labor management team and provides leadership and advice to all levels of management to promote positive labor relations.
    3. Manages the Association’s Ethics Hotline Program and acts as the ethics officer when required.
    4. Advise leadership on proper methods of addressing employee concerns, employee disciplinary situations, employee morale, and other supervisory responsibilities. Provide one-on-one and group meeting direction and assistance as needed, to include managerial and supervisory training within the framework of formal and informal training sessions on a continual, as-needed basis.
    5. Manages the performance evaluation systems, including standards of performance, performance evaluation instruments, a positive coaching focused culture, and guiding leadership on successful use of performance management and coaching techniques.
    6. Manage and administer the Association’s DOT Drug Program and ensure the Association’s policies and practices are in line with DOT and NON-DOT testing to include random testing program, reasonable suspicion testing, and other Drug and Alcohol Policy requirements.
    7. Prepares various employee/labor relations reports for submission to the Board of Directors, the Human Resource Committee, or Executive Staff.
    8. Manage and administer the Association’s employee recognition program to include promotion of award nominations, meeting with Recognition Committee, and scheduling/coordinating company-wide recognition presentations.
    9. Ensure compliance with federal and state regulations/laws regarding areas of responsibility.
    10. Provides program management of employee relations programs and personnel policies and procedures.
    11. Manage and administer service agreements for Human Resource contracts for areas of responsibility.
    12. Research and prepare reports, studies, manuals, or surveys related to various human resource functions.
    13. Represent the Association in a positive manner through discretionary involvement in community affairs.
    14. May handle specific recruitments when operational needs dictate.
    15. Perform other duties as assigned or as appropriate for this position.
    16. Promote a safety culture in which safety is a value. This culture is based on joint and individual engagement, ownership and accountability regarding job safety and responsibility to perform work safely and adhere to safe work practices.

    ESSENTIAL POSITION REQUIREMENTS

    • Qualified candidates will demonstrate how their experience is relevant and sufficient for the position.
    • Qualified candidates must have a valid Alaska driver’s license (or ability to obtain as required under State of Alaska regulations) and a driving record which is acceptable and insurable by the Association and the Association’s insurance carrier at standard group rates.

    • Knowledge of basic mathematical concepts such as addition, subtraction, multiplication, division and probability/statistical reference and the ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
    • Advanced skill in composing policies, procedures, letters, memorandums, and reports.
    • Advanced skill in using Microsoft Office (Word, Excel, Power Point, and Outlook).
    • Advanced skill in negotiation and persuasion with the ability to assertively influence others to reach agreement.
    • Skill in effectively managing projects and contracts.
    • Skill in effective, professional verbal and written communication with the ability to work with executive staff, employees, contractors, and the public. Includes professional engagement on both an individual basis and with large groups.
    • Skill in interpersonal communication with the ability to establish and maintain effective working relations in a variety of cultural environments.

    • This position works primarily in an office setting but will be required to travel to other Association offices and visit various organizations within the Mat-Su and Anchorage area.

    EMPLOYMENT STATUS

    This position is classified as an exempt, non-represented position; and therefore is not eligible for overtime compensation. All Association employees are expected to work widely varying amounts of time outside the normal shifts to assist in power restoration or other needs of the Association.
