    DEPARTMENT OVERVIEW

    Colleges, Housing and Educational Services (CHES) is a multi-funded organization within the Business and Administrative Services (BAS) division at the University of California (UC) Santa Cruz. CHES provides leadership in the areas of college student life and residential services, housing services, facilities, employee housing and capital planning, dining services, conference services, early education services, the Bay Tree Bookstore, ID card services, and business and financial analysis for these areas. Through these units, educational and developmental programs and services are offered to all members of the campus community including students, faculty, staff, children and external constituents.

    CHES provides on-campus housing and dining services to nearly 9,500 undergraduate and graduate students in ten residential colleges and six multi-college affiliated residential communities which support single students and students with families. Employee housing is provided through 51 rental units at the Laureate Court apartments and 188 for-sale homes in four different locations. The unit also provides off-campus student housing support and summer conference operations. CHES manages the auxiliary services units of the Bay Tree Bookstore and ID card services and offers Early Education Services for student parents.

    Employee Housing conducts a rental housing program intended to provide a "landing pad," or transitional housing, for new UCSC employees. Also, in support of the academic mission, and to support creation of communities of learning, Employee Housing conducts a for-sale housing program, the objectives of which are to help meet institutional goals for the recruitment and retention of long-term qualified faculty and staff.

    JOB SUMMARY

    Under the general direction of the Director of Capital Planning and employee Housing, the Employee Housing Manager will be responsible for the management of the employee rental, (51 units) and the "for sale" program, currently consisting of 188 units.

    In the competitive Santa Cruz housing market, the Employee Housing program provides the only attainable housing option(s) for many employees on or coming to the campus. The role of the program in recruitment and retention efforts is, therefore, critical to the well-being of the campus. Faculty and staff from throughout the campus community will meet and consult with the Manager, including: recruits, employees, hiring divisions, department heads, chairs, provosts, deans, vice chancellors and other designees of the chancellor. The Manager must be able to relate to employees at all levels, showing sensitivity and the ability to resolve and forestall problems while also speaking confidently, accurately, and effectively in support of the campus Housing Access Policy.

    JOB DUTIES

    30% - Sale, Purchase, and/or Resale of Housing Inventory
    • Serves as the point person for all for-sale transactions. Upon receiving the appropriate written notification from a campus owner, the Manager will assign a purchaser for the unit and will work to ensure that the transaction proceeds smoothly.
    • Works with Housing and/or the campus administration to determine whether the campus will purchase units when they come available.

    Specific duties include:
    • Campus Purchase/Resale Transactions:
      • In the event the campus is a buying or selling/reselling a unit, the Manager will act as the transaction lead. They will be responsible for the proper generation and/or execution of the documents listed below. Specific duties include:
      • When selling/reselling a unit, assigning the unit to the highest priority buyer as determined by the Campus Housing Access Policy.
      • Drawing up a purchase contract between campus and buyer(s); have contract signed by appropriate parties
      • Ensuring that the purchase price of each unit is in accordance with campus policy.
      • Ensuring that other project related documents are signed by appropriate parties in a timely manner
      • Facilitating Title and Escrow needs
      • Ensuring that purchaser is satisfying reasonable lender requirements (working with Home Loan Coordinator, if necessary)
      • Providing instructions to escrow officer
      • Providing wire instructions and required documentation to campus accounting personnel
      • Coordinating parties of transaction during the entire 45-60-day escrow process to ensure timelines are met
    • Other Resale Transactions:
      • Should the campus not be involved in the buying or selling of the unit, the Manager will not act as a transaction lead. Instead, they will assume the role of a facilitator in order to ensure the process runs smoothly for buyers and sellers. Specific duties include:
      • When selling/reselling a unit, assigning the unit to the highest priority buyer as determined by the Housing Access Policy.
      • Assisting buyers and sellers to execute required contracts and documents properly and in a timely manner
      • Ensuring the purchase price of each unit is in accordance with the provisions of the CC&R's, Lot Lease and/or other governing documents
      • Contracting with third-party inspectors to determine deferred maintenance and depreciates home values when appropriate
      • Facilitating Escrow and Title needs
      • Ensuring that purchaser is satisfying reasonable lender requirements (working with Home Loan Coordinator, if necessary) Articulating policy and procedure related to university mortgage loans; providing redundancy to Home Loan Coordinator's duties in the event of an absence.

    30% - Rental Program Management
    • Responsible for fiscal management, resident relations, repairs and maintenance, and supervision of the 51 rental units at the Laureate Court Apartments, (and any other rental units that fall within the scope of the program).
    • Fiscal Management:
      • Developing an annual operating budget of approximately $1M.
      • Resolving rent payment problems:
      • Monitoring approximately $1M in capital reserves and developing major maintenance long-range plans to repair rental units as necessary
      • May include negotiating deferment and payment plans with residents.
    • Program Management:
      • Resolving resident issues and complaints that cannot be addressed by other Employee Housing staff members.
      • Representing residents' needs to the Director of Capital Planning and Employee Housing.
    • Repairs and Maintenance:
      • Performing move-out inspections and annual inspections.
      • Oversees quality and appropriateness of maintenance work.
      • Determining short- and long-term maintenance needs.
    • College House Contracts:
      • Maintaining contracts for all of the campus College houses.
      • Working with the Office of the Provost/Dean for Undergraduate Education to ensure that College house contracts are submitted and executed on a timely basis.



    15% - Liaison to Homeowners Associations
    • Liaison to each of four Homeowners Associations (Cardiff Terrace, Hagar Court, Laureate Court, and Ranch View Terrace), as well as support the Architectural Review Board (ARB) for each Association.

    Specific duties include:
    • Applying expertise to the association's governing documents.
    • Attending monthly meetings with each Board of Directors ("Boards").
    • Answering questions for membership, property manager(s), lenders, and other pertinent parties.
    • Aiding Boards in matters regarding compliance with all project restrictions.
    • Reviewing annual budgets, financial reserve accounts, and operating procedures, advising Boards(s) if appropriate.
    • Assisting Boards when there is a necessity to revise and re-file legal documents.
    • Coordinating meetings and distributing correspondence when necessary.
    • Supporting Boards by assisting in searches for management or vendors.
    • Problem-solving common area maintenance issues, working with City, County, or University officials when appropriate.
    • Conveying procedures of Association's Architectural Review Board ("ARB") to individual owners.
    • Staffing the Architectural Review Boards (ARBs) for the Cardiff Terrace, Hagar Court, Laureate Court, and Ranch View Terrace Homeowners Associations.

    10% - Renovation of Campus Inventory
    • If deemed appropriate (by the Director, Capital Planning and Construction), the Manager supports renovation efforts in units that the campus has purchased.

    Specific duties include:
    • Providing access to units for contractors.
    • Monitoring renovation expenses and advising the Director when appropriate.
    • Providing input on scope of project to ensure that general needs of target demographic are met.
    • Conveying pertinent remodel information to campus constituencies and/or the relevant Homeowners' Association as necessary.

    10% - Supervision of Staff
    • Responsible for the recruitment, selection, training, supervision and performance evaluation of staff. Assigns work to appropriate staff. Provides guidance on performance standards and ensures adherence and compliance with University procedures.
    • Actively promotes effective staff relationships, effective coordination of activity within and across functional boundaries, and excellent customer service.
    • Maintains appropriate confidentiality of all records and information.

    5% - Fiscal Management
    • Developing and administering the for-sale operating and rental program operating budgets.
    • Monitoring expenses and income of the Homeowners Associations, and recharging relevant expenses to the Homeowners' Association
    • Overseeing collection of utility assessments and ground rent payments from homeowners.


    REQUIRED QUALIFICATIONS
    • Strong business acumen necessary to understand and convey complexities of the housing market and loan programs.
    • Superior analytical skills needed to evaluate demand for housing types and programs.
    • Demonstrated skills in working with budgets and fiscal systems, including the development of long-range budgetary planning
    • Experience with real estate transactions, including property contracts, product marketing, financing, and title/escrow.
    • Experience with Homeowners Associations (governance, operating budgets, reserves).
    • Excellent interpersonal skills, including the ability to explain, help others understand and accept, and follow through on legal and policy constraints and limitations.
    • Ability to work with Real Estate brokers, title companies, appraisers, and inspectors of real property.
    • Familiarity with principles of property management, including marketing and leasing of property.
    • Demonstrated ability to train, supervise and evaluate staff.
    • Ability to research complex issues, and to draft procedures and policies.
    • Ability to work with faculty, staff and students from a variety of cultural, financial and ethnic backgrounds.
    • General knowledge of computer hardware and software-proficiency with MS Word, MS Excel, MS PowerPoint, Access, and Internet skills.


    PREFERRED QUALIFICATIONS
    • Bachelor's degree in related area and / or equivalent experience / training.
    • Experience working in a University/College Housing system, including experience in managing a multi-faceted program.
    • Department of Real Estate license.
    • Experience with mortgage lending terms and practices.


    SPECIAL CONDITIONS OF EMPLOYMENT
