    Position Description

    DISTINGUISHING JOB CHARACTERISTICS

    Directs and manages all human resource (HR) and community engagement activities for Domestic Relations and Juvenile Court. Implements and oversees all HR functions, including workforce planning, recruitment, employee relations, compensation, performance management, and all other HR related duties for over 150 employees. Identifies and develops opportunities for proactive internal and external communications and relationship-building.

    ESSENTIAL DUTIES AND RESPONSIBILITIES

    Develops, evaluates, recommends, and implements comprehensive and effective human resource and personnel programs, policies and procedures that are compliant with Federal, State and EEO human resource-related legal requirements and government reporting regulations and best business practices. Ensures that policies, procedures, and reporting are updated as necessary to stay in compliance.

    Assists in the development of training guides, employee applications, performance evaluations, and other organizational resource materials. Proposes and recommends revisions to personnel policies and evaluations, maintains, and updates the Employee Personnel Manual and enforces its provisions.

    Coordinates and/or manages a wide range of human resource activities, including but not limited to accrued leave accumulation and usage, leaves of absence, employee assistance and wellness, workplace safety, disability and benefits administration, employee records maintenance, affirmative action, payroll administration, timekeeping, classification, and compensation, wage surveys, and staffing.

    Coordinates and manages the hiring process including vacancy announcements, recruitment, social media and website postings, job descriptions, salary range determination, candidate interviews, pre-employment background and reference checks, examinations and testing, job evaluation and analysis, orientation and onboarding, wage reviews, performance evaluations, employee recognition and employee retention, and exit interviews.

    Manages the Court's formal discipline, termination, grievance, and dispute resolution procedures, conducts workplace investigations in matters including alleged performance and misconduct issues, harassment, discrimination, employee complaints and grievances, and employment litigation. Takes formal disciplinary action to address performance deficiencies in accordance with human resources policies.

    Provides oversight and trains management staff in addressing employee performance issues, including but not limited to, creating formal and informal disciplinary letters, action plans, performance improvement plans, and documented performance meetings.

    Makes recommendations and represents the Court at personnel related hearings. Acts as the EEO Representative of the Court. Communicates with legal counsel on employment matters, claims and litigation.

    Advises management, responds to inquiries, and ensures that managers/supervisors understand the legal requirements of the Family and Medical Leave Act, the Comprehensive Omnibus Budget Reconciliation

    Act, the American with Disabilities Act, the Fair Labor Standards Act, unemployment benefits, workers' compensation, and other employment-related laws. Acts as the FMLA Coordinator.

    Serves as the primary point of contact for employee and community inquiries and issues. Identifies and solves personnel, operational, and administrative problems within the Court, and requests legal opinions from County Prosecutor as necessary to ensure the Court operates in compliance with applicable law.

    Handles sensitive issues with tact, respect, diplomacy, and confidentiality.

    Identifies and develops opportunities for proactive internal and external communications and relationship-building. Participates in various community events and/or meetings to educate the public on Court successes and available services. Plans, develops, edits, and publishes messages and materials through various media, including social media platforms.

    Must be awake and alert at all times. Demonstrates regular and punctual attendance and arrives prepared to work; meets all job safety requirements and all applicable OSHA safety standards that pertain to essential functions.

    Consistently meets deadlines. Completes work in a timely, consistent manner and is committed to being available during regular business hours to further organizational goals. Maintains flexibility in work hours to accommodate the Court’s needs on an emergency or as needed basis, in person, virtually, or by phone.

    Maintains a professional and polite disposition at all times when dealing with elected officials, court staff, attorneys, agency representatives, organizations, and the public. Stays calm and even-tempered when handling crises, stressful situations, continuous change, or unexpected developments. Works effectively in a team environment to accomplish organizational goals.

    OTHER DUTIES AND RESPONSIBILITIES

    Manages the preparation and compilation of the Court’s annual report. Assists administration in promoting productive media relations and managing public records requests. Provides assistance and support to the administrative staff. All other duties as assigned by the Court Administrator or Judges.

    CONTACTS WITH OTHERS

    Outside and inside contacts involving difficult negotiations which require a well-developed sense of strategy and timing. Considerable tact is required. Regular contacts include all governmental, community, professional and private organizations and persons that impact court operations; court staff; Judges; Magistrates; and news media.

    CONFIDENTIAL DATA

    Full and complete access to all confidential data, reports, and material relative to the present and future overall operation of the Court. Non-public record information contained in court-related files pertaining to domestic relations and juvenile matters; all non-public record information contained in personnel files of current and past court employees.

    WORKING CONDITIONS

    Works in potentially high-intensity situations involving supervisors and staff that may require behavior management and de-escalation techniques. Work is subject to frequent interruptions, crisis intervention, constant reprioritization of work activities and moderate to high degree of stress. Occasional exposure to noise, dust, heat, or other disagreeable elements, but none continuously present.

Vision demands include close, detailed vision when using a computer screen and reviewing data. Duties involve concentrated mental and visual attention and/or coordination usually more than 50% of the time. Physically lifts or moves material, weighing less than 10 pounds, on an occasional or intermittent basis,

    REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES

    Knowledge of: Federal, state laws, and labor laws that govern human resources activities, hiring, employee relations practices, conditions of employment and employee benefits; local civil service laws; theory, principles and practices of human resources management including recruitment, assessment and selection; classification and job analysis; compensation; performance planning and appraisal; employee relations; benefits and disability programs; and employee and organizational development; labor market trends and conditions and socioeconomic issues on recruitment and employment; current technology, software, information systems and computer applications used in human resources administration and management; Court functions, services and process; business principles and operations; legal requirements pertaining to Court operations; public relations; budget management; inter-governmental working practices and procedures.

    Ability to: Review salary ranges and salary levels against position descriptions and classification data to evaluate consistency and fairness; readily develop an understanding of court processes, policies, rules and statutes relating to the duties of the position; think critically and demonstrate initiative; motivate and influence people, organize and prioritize duties, and to work both independently and cooperatively in a team environment; ability to coordinate multiple staff groups, work effectively with community members, organizations, and staff, establish and maintain collaborative effective working relationships with supervisors and office staff, division directors and managers, Judges, public officials, the news media, community leaders and the general public; apply management principles to practical work situations; maintain good public relations as agency representative; establish and maintain effective work relationships with associates and job contacts; maintain confidentiality of confidential and sensitive information; handle sensitive situations; exercise sound judgment in making management and business decisions.

    Skill in: Public speaking; excellent command of English language and grammar, and verbal and written communication; business and creative writing; strong organizational skills and attention to detail and accuracy; excellent listening, interviewing, facilitating, negotiating and interpersonal skills; problem solving, judgment, decisiveness and creativity in evaluating information; leadership; operation of computer; strategic planning and administration; making management decisions; preparing operational reports; research, evaluation and program coordination; handling staff interpersonal issues; organization regarding delivery of administrative services. Proficient in Microsoft Platform.

    QUALIFICATIONS

    An appropriate combination of education, training, course work and experience may qualify an applicant to demonstrate required knowledge, skills, and abilities. An example of an acceptable qualification is a bachelor’s degree in human resources, public administration, or related field with five (5) to seven (7) years of HR experience. Public sector and/or court experience is preferred.

    Ability to document identity and employment eligibility within three (3) days of original appointment as a condition of employment in compliance with Immigration Reform and Control Act requirements.

    Possession of a valid Ohio driver’s license and a demonstrated safe driving record. Must be eligible to drive under the County Commissioner’s Driver/Vehicle Risk Reduction Program.

    LICENSURE OR CERTIFICATION REQUIREMENTS

    State Motor Vehicle Operator's License. SPHR or PSHRA certification or Juris Doctorate preferred.
