Are you an experienced Employee Relations Professional? We are looking to add an Employee Relations Manager (Agency HR Manager II) to our Human Resources team at the NC Department of Adult Correction. Our Employee Relations Manager provides various forms of intervention, including problem resolution, mediation, coaching, counseling, and training, to facilitate a harmonious work environment and ensure balanced and fair treatment of both management and individual employees.
This position independently manages and administers all aspects of a wide variety of diverse human resources policies and procedures related to Employee Relations including workplace conflict and problem resolution, employee disciplinary action, workplace investigations, fitness for duty evaluations and Employee Assistance Program referrals, investigatory placement with pay, separation due to unavailability, voluntary resignation without notice, Reduction-In-Force, etc. - Evaluation, analysis, and decision making related to Employee Relations activities;
- Consultation with Division and Department Management regarding Employee Relations issues;
- Independent review and approval of disciplinary suspension without pay, demotion, dismissal, probationary separation, investigatory placement, fitness for duty evaluation and/or management directed referral to the Employee Assistance Program, separation due to unavailability, and voluntary resignation without notice;
- Conducting investigations of a sensitive/confidential nature, including analyzing information to draw conclusions and make recommendations;
- Developing new or modifying existing HR policies and procedures;
- Skilled interpretation and application of HR policies and procedures.
As a member of the Human Resources management team, this position will participate in developing objectives in support of the strategic direction of the Human Resources Department (specifically the Employee Relations section) and the Department of Adult Correction strategic plan. The Employee Relations Manager will lead a staff of five regionally based Employee Relations Consultants and two Employee Relations Program Coordinators to ensure development and implementation of tactical plans necessary to achieve objectives, and will develop and manage metrics to measure work activities and progress towards reaching goals.
This is a full-time position (40 hours per week) with State Benefits.
Management supports a part-time teleworking schedule for this position. Management Preferences:
- Candidates with experience in development and implementation of employee relations training and programming.
- Experience in conducting mediation, facilitating conflict resolution, and/or completion of OSHR Mediation Training (or other approved mediation training), addressing employee grievances, disciplinary action, or other employee relations issues.

Bachelor's degree, typically in Human Resources or related field from an appropriately accredited institution and at least 5 years of experience in human resources, including 2 years of experience in an HR leadership position;
