    JOB SUMMARY

    The Senior Employee Relations Specialist is responsible for the development and administration of the employee relations program. This position interfaces with employees, government agencies and educational institutions.

    ESSENTIAL JOB RESPONSIBILITIES

    1. Assists with external recruiting efforts, including maintaining relationships with schools, associations and other recruiters. Represents the Agency at selected job fairs.
    2. Assists with career development and internal recruiting efforts within the Agency.
    3. Assists management with performance concerns, disciplinary action and conflict management issues.
    4. Conducts exit interviews, summarizes findings, and discusses trends and concerns with senior management.
    5. Maintains an attitude and philosophy consistent with the Agency's standards.
    6. Assists in evaluation of reports, decisions and results of department in relation to established goals. Recommends new approaches, policies and procedures to continually improve efficiency of the department and services performed.
    7. Monitors the performance evaluation program.
    8. Handles employment-related inquiries from applicants, employees, and supervisors, referring complex and/or sensitive matters to the appropriate staff.
    9. Attends and participates in employee disciplinary meetings, terminations, and investigations.
    10. Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.
    11. Process, log and track onboarding or off boarding in Human Capital Management. (HCM).
    12. Maintains accurate HCM records and compiles reports in the database.
    13. Processes unemployment claims and coordinates hearing attendance as assigned.
    14. Physical presence at the office is required.

    ESSENTIAL JOB REQUIREMENTS

    1. A bachelor's degree, preferably in human resources management or a related field, or equivalent combination of education, training and experience.
    2. Three plus years of experience in a position of responsibility.
    3. SHRM Senior Certified Professional (SHRM-SCP) or SHRM Certified Professional (SHRM-CP) credential preferred.
    4. Excellent organizational skills and attention to detail.
    5. Excellent time management skills with a proven ability to meet deadlines.
    6. Strong analytical and problem-solving skills.
    7. Thorough knowledge of employment-related laws and regulations.
    8. Self-motivated, able to balance multiple priorities and work independently and as a team member.
    9. Excellent verbal and written communication skills.
    10. Excellent interpersonal, negotiation, and conflict resolution skills. Ability to perform detailed work promptly with accuracy and thoroughness, in an environment with multiple distractions.
    11. Ability to act with integrity, professionalism, and confidentiality.
    12. Ability to comprehend, interpret, and apply appropriate sections of applicable laws, guidelines, regulations, ordinances and policies.
    13. Proficient with Microsoft Office Suite.
    14. Proficiency with or the ability to quickly learn the Agencies HCM and Learning Management System (LMS).
    15. Possess a valid driver's license and have access to a dependable means of transportation that is properly insured and operated in accordance with all laws. Agency insurer authorization is required.
    16. Ability to pass a criminal background check.
    17. Ability to pass a pre-employment drug screen.
