Identifies and analyzes issues with employee relations infractions. Additionally, Employee Relations Manager provides recommendations for resolutions. Requires a bachelor's degree. Typically reports to a head of a unit/department. The Employee Relations Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. Extensive knowledge of department processes. To be an Employee Relations Manager typically requires 5 years experience in the related area as an individual contributor. 1 to 3 years supervisory experience may be required. As Employee Relations Manager, you'll have the opportunity to manage essential programs in employee and labor relations, workers' compensation, safety, and benefits. We'll trust you to exercise broad discretion, make independent judgments, and effectively represent the City in labor negotiations and meetings with bargaining unit representatives.

    The Employee Relations Manager will contribute to the City's goal of maintaining a diverse, inclusive, and high-performing workforce. This is an exciting growth opportunity to manage a significant and growing team, drive positive culture, champion important initiatives for workplace wellness, and assess technology needs across the Department.

    Examples of duties include:

    • Interpret and implement contract language
    • Resolve employee relations issues
    • Investigate employee grievances and prepare findings
    • Confer with department representatives on disciplinary actions
    • Plan and oversee benefits programs including the launch of a wellness program
    • Direct staff in the delivery of workers' compensation and occupational health and safety services
    • Train and supervise assigned Human Resources staff

    A typical way of gaining the knowledge, skills, and abilities for this position is:
    Equivalent to graduation from a four year college with major course work in business or public administration, industrial relations, or a closely related field and four (4) years of professional human resources experience which has included extensive responsibility for planning and implementing labor and/or employee relations programs.

    Additional professional-level experience as outlined above may be substituted for the college education on a year-for-year basis. Experience in a public agency setting is desirable.
