  • Under limited supervision, provide management and leadership to the Communications Unit and supervision to the Communications Training Coordinator and Lead Operators. Focus on developing resilient operations to provide the community prompt assistance by efficiently processing emergency and non-emergency calls, and dispatching police, fire and EMS units. Collaborate with public safety and County leadership on strategy, team development and emergency response operations.

Essential duties and responsibilities may include, but are not limited to, the following:
     
    • Leads the Communication Unit in carrying out the Sheriff’s Mission and Vision and ensures all staff adheres to the Office’s core values; Trust, Service, Community;
    • Cultivates high morale and a Team culture within the Communications Unit;
    • Ensures the services the Communications Unit offers are performed at a high-level and is customer-service oriented;
    • Develops, implements, and monitors work plans, operations, policies and standard operating procedures;
    • Hires, develops, evaluates, and retains a highly-qualified team of telecommunicator professionals;
    • Provides supervision, instruction, coaching, and guidance to Telecommunication Operators, Lead Operators, and Training Coordinator;
    • Provides counseling, correction, and encouragement. Makes decisions on disciplinary issues involving staff within their command;
    • Works with peers and external stakeholders to achieve cooperation and coordination of communications activity;
    • Plans and initiates innovative communications related procedures, programs, and technology;
    • Establishes metrics and data analytics for managing effectiveness and measuring efficiency in delivering high quality and professional services to the community and to public safety partners;
    • Prepares and monitors Unit’s operational budget;
    • Maintains progressive research and development into the Unit’s operations, equipment, and procedures;
    • Coordinates maintenance of all communications equipment;
    • Maintains working knowledge of all public safety communications operations and procedures and instructs personnel as necessary;
    • Acts as Terminal Agency Coordinator between Brazoria County Communications and the Texas Department of Public Safety in all matters involving TLETS and the NCIC/NCIC crime information systems;
    • Acts as the County’s representative to the Gulf Coast Regional 9-1-1 Emergency Communications District
    • Assists in planning and execution of the County’s Emergency Management natural disaster plans;
    Performs such other duties as are necessary to the efficient operation of the Communications Center
    EDUCATION, REQUIREMENTS, AND TRAINING: -- the preferred way to obtain the minimum knowledge, skills and abilities to perform the essential duties and responsibilities of this position are listed below.  The County reserves the right to allow substitutions in the event that a candidate or incumbent exceeds requirements in one area but may be deficient in another
     

    LICENSE & CERTIFICATION REQUIREMENTS:
    • Valid Texas Driver’s License;
    • TCOLE Telecommunications License
    • TCOLE Advanced or Masters Telecommunicator Certificate.
    FORMAL EDUCATION-
    • High School graduate, GED or Equivalent;
    • Minimum of three-years’ experience in a Supervisory/Management role;
    • An advanced degree in a relevant field; Or
    • Additional relevant work experience resulting in acceptable proficiency levels in the above knowledge, abilities, and skills may be substituted in lieu of specific education requirements on a year for year basis;
    KNOWLEDGE OF-
    • Extensive knowledge of Public Safety operations and Public Safety communications techniques/requirements
    • Experience leading complex, major change initiatives; demonstrated skills in change management
    • Knowledge of computer aided dispatch methods, operations, and techniques
    • Leadership techniques to foster a healthy, and high morale workplace environment
    ABILITIES /SKILLS-
    • Outstanding organizational skills and the ability to manage multiple priorities in a fast paced, high pressure environment;
    • Administrative skills relating to budgets and financial practices, training and supervision of department staff;
    • Exceptional interpersonal and communication skills, oral and written; able to articulate ideas to all stakeholders.

    • SIT- Must be able to sit at a workstation for extended periods of time.
    • HEARING- Must be normal or correctable to levels capable of discerning two-way radio, telephone and conversational speech without loss of understanding.
    • TALK- No speech impediment that could impede understanding of radio/telephone communication.
    • DEXTERITY- As required for manipulation of equipment, entering data via keyboard.
    • LIFTING- Must be able to lift 25lbs without assistance.
    • VISION- Correctable to 20/20
    • BENDING- Ability to bend, reach to inspect, load and maintain necessary equipment.
