    Main Purpose of Job

    Provide for the safety of employees and the general public by managing the conduct of inspections and investigations pertaining to elevators and related equipment operating at various sites through the State. Ensuring that the elevators operating in Maryland are maintained and repaired in accordance with the Annotated Code of Maryland (COMAR) regulations, referenced codes, standards and manufacturer's criteria through comprehensive inspections conducted within the specified timeframe.

    POSITION DUTIES

    Assist the Chief in directing and coordinating all State operations that involve safety inspections on elevator units and related equipment. Ensure that all newly installed elevator units are registered and inspected before operation and in conformance with the law and regulations. Ensure that all existing elevator units operating in the State are inspected within the specified timeframe and in conformance with the law and regulations. Ensure that inspection reports entered into the database system are entered within the specified timeframe. Establish and administer protocols detailing data entry procedures for both State Inspectors and Authorized 3rd Party Inspectors. Develop and administer Elevator Safety program policies relating to inspection procedures, reporting procedures, State inspector work performance standards and office protocol. Ensure that all newly hired inspectors are trained and acquire their Qualified Elevator Inspector (QEI) certification. Assist the chief in ensuring that all 90 day, 40 day inspection notices are sent to owners of elevator units. Ensure that elevator unit certificates are mailed to owners on a weekly basis. Ensure that citations are issued to owners when circumstances warrant such action. Ensure that elevator unit invoices are sent to owners when circumstances warrant such action and that past due notices are sent in accordance with protocol and that unpaid invoices are transferred to CCU after 75 days but never more than 90 days. Assist the chief in representing the Elevator Safety Inspection Unit at DLLR / DLI meetings. Review existing law and regulations proposing revisions that would enhance the effectiveness of the program. Promote the work of the department through frequent contact with the general public, elevator installation and maintenance contractors, building owners and managers, authorized 3rd party inspectors. Provide technical information and guidance to internal and external customers pertaining to elevator unit installation, repair, operation, maintenance, inspection requirements and procedures as stipulated in the law and regulations. Document, prepare and submit reports demonstrating the elevator safety program’s activity and efficiency. Review submitted inspection reports, accident reports and daily summary reports for conformance with office protocol. Inform the chief on day to day operations. Recommend proposed solutions to problems or concerns within the program. Perform other duties as assigned.

    MINIMUM QUALIFICATIONS

    Education:���Graduation from an accredited high school or possession of a high school equivalency certificate. Experience:�Six years of administrative staff or professional work.� Notes: 1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience. 2. Candidates may substitute the possession of a Bachelor's degree�from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.� 3. Candidates may substitute the possession of a Master's degree from an accredited college or university�for five years of�the required�experience. 4.�Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

    DESIRED OR PREFERRED QUALIFICATIONS

    Preference will be given to applicants�who possess the following preferred qualification(s).�Include clear and specific information on your application regarding�your qualifications. At least six months supervisory experience. Experience evaluating and addressing elevator, escalator, moving walks, lifts, hoists, and other related device(s). Experience providing training to staff at all levels.

    Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
