Short Description:
Who can develop, implement, and host a web-based multi-user software application to create a centralized grants application process, budget process, reporting, and tracking system for grants management. The system developed must be in the best interest of the customer and internal personnel with regard to ease of use of the web-based software, must be on ServiceNow, and be open/adaptable to future development and expansion.
Business Needs & Objectives :
- Must be on ServiceNow, one of the Client's enterprise platforms
- Must create an intelligent and intuitive administrative and customer experience
- Must take into consideration marketing, public education programs, customer service surveys, continuous improvement, knowledge transfer, etc.
- Must be scalable and configurable to accommodate adding future grants management programs and stay in line with changes in rules, requirements, and Statutes.
- Each one of the programs manages its grants slightly differently, has varying scoring and selection criteria and participation, due dates, qualifications for sponsors, variety of funding sources, etc.
- Must improve current labor-intensive processes by providing automation and online processes, ease of access, and aid in reducing calls/emails to SPCR by providing greater customer service and transparency
Complete Description:
Accommodate a wide variety of deadlines, due dates, and grant application requirements, including attachments and other supporting materials at initial grant application intake and throughout the grant cycle, to provide progress reports, maps, and photos.
- Outbound communication to internal and external stakeholders regarding grant applications, statuses, outstanding requirements/tasks, and next steps.
- Must have an internal systematic workflow for review, rating, and approval of grant applications including the ability to utilize multipliers for different scoring categories, and visibility into the remaining program budget.
- Allow for the internal tracking and spending down of varying funding sources: State, Federal, and others.
- Ability to reflect the project locations spatially on maps, GIS
- Ability for grant projects and cycles to be modified and extended based on a review process for approval of subsequent years or resource constraints.
- Ability to track "renewal” applications and associate them with pre-approved grant applications.
- Ability to identify and group sponsors depending on whether they are local, state, federal, individual agency, individual administrative unit, or non-government organization.
- Ability to track/update project status, progress reports, photos, and updates to determine how the funds have been utilized throughout the grant cycle.
- Ability to manage the reimbursement process, including invoices and billing.
- Allow for an interface that utilizes batch processing of files sent via SFTP, allowing coordination with the Wyoming Online Financial System (WOLFS)
- Ability for grant applicants to go through eligibility requirements before initiating the grant application process.
- Robust reporting tools capable of generating dynamic exportable reports, queries, and lists, including but not limited to:
- Number of grant applicants, dollar amounts, and statuses per grant program
- Percentage completion of intended grant funds vs actual usage of grant funds.
- List view of grant applicants, including scoring/ranking and scoring category multipliers to readily identify the top candidates
- Project locations on an interactive map
