EEO Trainer designs and delivers diversity training programs and workshops to employees and managers. Develops diversity training curriculum and monitors changes in governmental laws and regulation to ensure that training stays current. Being a EEO Trainer designs and tracks metrics to measure the effectiveness of training on the workforce. May be responsible for working with outside vendors to deliver training. Additionally, EEO Trainer requires a bachelor's degree or equivalent. Typically reports to a manager or head of a unit/department. The EEO Trainer occasionally directed in several aspects of the work. Gaining exposure to some of the complex tasks within the job function.     Duties/Responsibilities:
    • Reviews the Developer’s development of their DBE Performance Plan and OJT Plans.
    • Through audits, monitors Developer compliance of accepted DBE Performance Plan and OJT plan,
    • Performs audits on IQF performance regarding administering the Developer’s DBE, EEO,
    • OJT, and DBE and EEO reporting relating to labor law compliance, CUFS, payroll interviews, and annual and semi-annual labor reporting.
    • Responsible for performing random sample (at least 10%) DBE and EEO reporting relating to labor law compliance, CUFS, and payroll interviews.
    • Generates NCRs and oversees implementation of CARs and PARs as they relate to DBE, EEO, OJT, etc.
    • Verifies accurate Project Records are being kept up to date and consistent with accepted quality procedures and verifies documents are distributed according to document management protocols and archived in appropriate document management system.
    • Responsible for the documentation related to the GEC’s separate DBE Engagement and Mentoring Plans and associated reporting.
    • Review, investigate and advise individuals regarding complaints, compliance, and expectations to ensure Agency policies and practices are compliant with federal and State laws.
    • Monitors assigned contractors to ensure compliance with federal EEO (Equal Employment Opportunity) guidelines and DBE (Disadvantage Business Enterprise) considerations.
    • Coordinates and conducts training for district employees for various EEO, Affirmative Action and civil rights issues.
    • Reviewing of construction files for EEO/DBE program documentation
    • Providing technical support and guidance to contractors, project inspectors and general public
    • Investigating complaints of allegations in violation of the Civil Rights laws
    • Ensuring that the project complies with all DBE and EEO regulations and requirements.
    • Acting as a liaison between project, government agencies and DBE firms.
    Education/Experience:
    • Bachelor’s Degree in Business Administration, Human Resources, Law, or a related field.
    • 10 years’ experience in compliance, human resources, or a related field, with specific experience in DBE and EEO compliance
    • A thorough understanding of DBE and EEO laws and regulations at the federal, state, and local levels
    • Excellent computer proficiency (MS Office – Word, Excel, and Outlook)
    • Possesses advanced knowledge of Equal Employment Opportunity (EEO), Affirmative Action, or Title VII
    • Ability to facilitate the resolution of internal human relation issues relative to EO causes
    • Ability to provide policy guidance and information to management and employees
    • Must have a valid driver’s license and be insurable
    • Knowledge of business office procedures
    • Attention to detail and documentation
    • Excellent written and verbal communication skills
    • Strong analytical and problem-solving skills
    • Ability to establish and maintain effective working relationships with clients, employees and the public
    • Must be well organized and detail-oriented
