    The Equity & Equal Protection Office is responsible for the administration of UCSC's policies and procedures regarding discrimination and harassment on the basis of race, religion, disability, sex, gender, age and other protected identities including Title IX.     JOB SUMMARY

    Under general direction, the incumbent plans, directs, implements and provides leadership for the UC Santa Cruz equal employment opportunity programs and activities to enhance and promote inclusivity and access to employment. The incumbent is responsible for the development, coordination and implementation of the University's EEO compliance plan, policies and administrative procedures in accordance with applicable State and Federal laws, civil rights statutes, regulations and guidelines. The EEO Director ensures the University meets all Equal Employment Opportunity legal requirements including reports and response to complaints, issue resolution and implementation of remedial measures; responsible for creating, directing, and implementing appropriate policies procedures, and training programs where appropriate; and provides highly responsible and complex administrative support to campus leadership. The EEO Director partners with stakeholders across the campus including Staff Human Resources, Academic Personnel, the University Ombuds, to manage issues that cross multiple areas of responsibility.

    APPOINTMENT INFORMATION

    Budgeted Salary: $165,000-$195,000. Salary commensurate with skills, qualifications and experience.
    Under California law, the University of California, Santa Cruz is required to post a reasonable estimate of the compensation for this role. The salary shown above is the budgeted amount the University reasonably expects to pay and the salary extended should not exceed this posted amount.

    JOB DUTIES

    30% - EEO Compliance
    Serves as the EEO Director and Oversees management of the Equal Opportunity Employment program and compliance. Monitors the university's compliance with Executive Order 11246, the Vietnam Era Veterans' Readjustment Act, Section 503 of the Rehabilitation Act, and related federal laws and regulations that apply to federal contractors. Develops and leads implementation of the university's affirmative action program.
    • Conducts investigations and resolves both informal and formal complaints of unlawful discrimination, including age, ancestry, ethnicity, color, physical disability, mental disability, parental status, pregnancy, gender, gender identity, gender expression, marital status, medical condition, genetic information, national origin, race, religion, sexual orientation, and military or veteran status.
    • Serves as the liaison for workforce data and affirmative action compliance matters.
    • Designs and implements proactive initiatives that will enable the campus to meet/exceed affirmative action goals.
    • Consults with appropriate offices such as UCOP, Staff Human Resources (SHR), and Academic Personnel Office (APO) in regards to EEO/AA implications of proposed new policies and procedures.
    • Coordinates with subordinate staff and campus constituents, training and implementation of new policies and procedures; coordinates with subordinate staff, implementation of new policies and procedures through formal issuance, notification in campus publications, and consults with and train affected unit staff.
    • Interfaces with and provides data to the Diversity Officer; provides data updates and presentations to support diversity efforts; respond to ad hoc data requests from principal officers, diversity officers, diversity committees, and others.
    • Collaborates with SHR, APO, and other campus departments/units and with agencies in the surrounding communities on outreach efforts with a focus on veterans and applicants with disabilities and advice regarding funding of outreach efforts.
    • Participates in developing tools for publicizing campus-only recruitments that reflect EEO/AA best practices.
    • Convenes committees and groups as necessary to advance campus affirmative action goals.
    • Develops, implements and/or participates in training regarding AA/EEO compliance and best practices.
    • Develops and ensures maintenance of records and data management systems in all areas of responsibility that are capable of capturing institution-wide information and trends, compliant with UC practices, guidance and policies and state and federal regulations.
    • Contribute to succession and business continuity planning.
    • Actively conducts case management and appropriately documents all necessary information for each case or issue without delay.

      20% - Anti-Discrimination Compliance Leadership
    • Provides leadership and coordination of university-wide equal opportunity and anti-discrimination compliance programs. Includes identifying compliance risks and resolutions, leading project, procedure and policy redesigns, implementing new initiatives, coordinating and facilitating communications, and ensuring compliance-related matters are handled in a timely and appropriate manner, while providing institutional guidance on highly sensitive, complex and confidential matters.

      20% - Management and Leadership
    • Leads, manages and supervises a team of professional staff who provide strategic and consultative services to the campus in the areas of Anti-Discrimination, Affirmative Action, Equal Employment Opportunity compliance.
    • Provides leadership and mentoring to staff under their supervision.
    • Responsible for the selection and development of staff.
    • Writes annual performance appraisals for direct reports and gives constructive performance feedback throughout the year.
    • Provides guidance and expertise to department mid-management in developing techniques and processes and for investigations and implementation of policy.

      15% - Affirmative Action Compliance
    • Works with external consulting firms as needed to produce strategic staff and academic employee affirmative action plans according to the federal regulations and University of California (UC) practices.
    • May determine underutilization for outreach and conduct adverse impact analyses using recognized statistical analysis methods; identify concerns and suggest remedies.
    • May perform or arrange for complex workforce data, compensation and other statistical and administrative analyses.
    • Develops, uses, and maintains complex workforce databases.
    • Responsible for compliance with Office of Federal Contract Compliance Programs (OFCCP) regulations including coordinating audit efforts and implementation of conciliation agreement action items as appropriate and assigned.
    • Monitors federal affirmative action regulations, trends, and methodologies; identifies trends, problem areas, uncertainties and develops solutions in collaboration with units, divisions, appropriate administrators, and central offices.
    • Ensures implementation of affirmative action plans as a lived document. Serves as the consultant and works to support campus units to develop strategies and timely completion of affirmative action related academic and staff information an EEO/AA efforts.
    • Gathers, summarizes, and analyzes statistical data for special projects initiated by principal officers, campus units, or external offices such as the UC Office of the President (UCOP).
    • Creates reports to inform principal officers and campus units of trends or noted concerns.

      10% - Training and Prevention
    • Works with campus leadership and managers in all areas to promote a culture of accountability around anti-discrimination compliance. Influences senior and executive leadership.
    • Oversees the development and coordination of policy communications; formulates long-term strategies for education and implementation.
    • Develops communications for students, faculty and staff, including publications and website content ensuring university-wide training is consistent with relevant campus policies.

      5% - External Relations and Special Projects
    • Participates in systemwide and university committees and workgroups and/or designates appropriate representatives to serve in the AVC EEP's place.
    • Leads or participates in local and external standing and ad hoc committees related to subject-matter expertise.

      REQUIRED QUALIFICATIONS
    • Bachelor's degree in related area and / or equivalent experience and / or training.
    • Demonstrated experience to function at an executive level and in a leadership capacity.
    • Advanced management skills with the ability to guide, mentor and develop staff.
    • Ability to develop broad and deep knowledge of UC/UCSC governance including shared governance, organizational structure, instructional and research programs, and university policies and procedures to encompass a broad perspective of the University.
    • Demonstrated ability to work independently.
    • Demonstrated project management skills.
    • Expert knowledge of the ethics and compliance profession, theories and systems of control and professional compliance and investigation standards.
    • Broad and thorough knowledge of the compliance and ethics profession, theories, and standards.
    • Ability to extract, verify, compile and develop recommendations related to ethics and compliance programs, issues, policies and procedures.
    • Advanced knowledge of the complexities of discrimination and sexual harassment, including sexual violence, in the postsecondary or employment setting.
    • Demonstrated ability to work effectively and respectfully with all campus constituencies in a large diverse organization including: students, staff employees (including law enforcement) and academic employees (including faculty) and the public.
    • Demonstrated expertise and skill in applying independent judgment in the assessment, investigation, and resolution of discrimination and harassment concerns.
    • Advanced analytical skills. Demonstrated ability to conceptualize, analyze and interpret compliance issues, policies and regulations as well as complex written materials and data and effectively communicate results of analyses in written and presentation formats accessible to diverse groups.

California FEHA, Sections 503 and 504 of the Rehabilitation Act, whistleblower statutes and other relevant federal and state laws.

      PREFERRED QUALIFICATIONS
      • Advanced degree in related area (examples: law, public policy, public or higher education administration) or equivalent combination of relevant undergraduate degree and substantive successful professional experience and related advanced training or certification.

      SPECIAL CONDITIONS OF EMPLOYMENT
