STATE PROFILE SUMMARY: Under general supervision, provides assistance in the development, negotiation, and evaluation of legal contracts.
JOB RESPONSIBILITIES:
· Under general supervision, ensures the preparation of a Materials Certificates (MC) for highway construction projects.
· This position also performs audits statewide and ensures compliance at the level necessary to meet Federal requirements, as well as established Department goals to reduce project closeout time.
· Perform an in-depth audit, Statewide, to verify all documentation reported on MC Checklists are present and accurate in the construction files.
· These tasks and associated knowledge base will be program unique and require substantial program or content area experience for successful and effective performance.
· This position requires a valid Georgia Driver’s License and statewide travel.
MINIMUM QUALIFICATIONS
The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Qualifications
STATE ENTRY QUALIFICATIONS:
· Bachelor's degree in business, accounting or related field from an accredited college or university AND Six months of experience in business, accounting, or a related field
· OR Associate’s degree from an accredited college or university AND Two years of experience in business, accounting or a related field
· OR Four years of experience in business, accounting, or a related field.
AGENCY SPECIFIC QUALIFICATIONS:
· Experience reviewing technical documents and/or reports from contracts, technical manuals, standard specifications, standard operating procedures, construction manuals and plans, supplemental agreements, pay documents, materials test reports, project concept reports, preconstruction schedules.
· Must possess a valid Georgia Driver’s License
· Ability to learn from written materials, technical documents and/or reports.
· Strong communication skills with the ability to listen to others as well as express ideas and facts to individuals or groups effectively.
· Effectively communicates with clients and customers verbally or in writing.
· Ability to identify and analyze problems; to reason and make sound, well-informed decisions.
· Ability to perform basic mathematical computations.
· Ability to perform repetitive tasks effectively over a long period of time (data entry, proof reading contract documents and reviewing pay documents).

AGENCY PREFERRED QUALIFICATIONS:
· Advanced knowledge of accounting, statistical analysis, spreadsheet, and word processing applications.
· Knowledge of computers and software programs such as MS Access, Outlook, Excel, and PowerPoint.
· Experience using Site Manager and GDOT 411 for entering and retrieving data.
